Remit
To collect and analyse relevant data on the supply and quality of housing and support needs to inform the Ministerial statement to be made in 2005.
To advise the Monitoring Group as to the implications of this analysis for the timing of, and arrangements and process for, the abolition of priority need.
To identify support required by local authorities to plan for and implement the abolition of priority need - to provide this support as appropriate or to advise the Monitoring Group as to the support required.
To consider implications for the Local Housing Strategy process.

February - review proposed data collection forms and supporting guidance (pro-forma relating to 2012, standard method of reporting on homelessness strategies progress); consider information gaps (e.g. allocation policies/waiting lists) and action required; initial thoughts on statement process/content.
March - review of existing HL1 and other centrally held data (for 2003-4); consider feedback to local authorities on findings; support for local authorities in completing pro-forma/strategy returns;
April/May - analysis of returns from local authorities (pro-forma, strategy returns) to build up authority by authority position statement; consider implications of SHQS delivery plans; decisions as to timing/phasing of abolition of priority need; identify support required by local authorities
June - consider consultation material;
July-September - discuss draft statement with local authorities and others as part of consultation process
October-November - review consultation responses

Remit
- Support implementation of Task Force's recommendations 1 and 33
- Advise on measurement of current attitudes towards homeless people and the change in these over time
- Advise on raising public/service awareness of the reality of homelessness
- Consider key messages and the Monitoring Group's role in disseminating these
- Advise on training programmes for staff - particularly joint training
- Advise on, develop and enhance guidance
- Consider Monitoring Group's web presence

HOMELESSNESS MONITORING GROUP - INTENTIONALITY SUBGROUP
Remit
To advise the Monitoring Group on the timing and processes for implementing sections 4-6 of the Homelessness etc (Scotland) Act 2003.
To consider appropriate service models for highly problematic individuals and families.
To act as an advisory group for research commissioned by the Scottish Executive to inform the implementation of these sections. This role to include the following activities:
- monitor general progress with the research
- assist researchers by providing advice, contacts, introductions and access to data
- keep sector interests informed and provide an opportunity for them to discuss the research directly with the researchers
- provide a link with relevant external agencies or experts
- when appropriate, advise on technical aspects of the research
- provide feedback on interim and final reports
- advise on the content and presentation of the research reports
- develop a dissemination strategy
To advise on next steps following the completion of this research.
To recommend further work required to progress implementation - this may include consideration of the need to develop guidance and model occupancy/support agreements.
