The draft strategy adopts a holistic approach to sexual health and the Reference Group endorsed the World Health Organisation (WHO) definition as: 'A state of physical, emotional, mental and social wellbeing related to sexuality; it is not merely the absence of disease, dysfunction or infirmity. Sexual health requires a positive and respectful approach to sexuality and sexual relationships, as well as the possibility of having pleasurable and safe sexual experiences, free of coercion, discrimination and violence. For sexual health to be attained and maintained, the sexual rights of all persons must be respected, protected and fulfilled'.

2. These were people of African descent living with HIV; working men who are not otherwise categorised as 'young'; men who have sex with men but who don't necessarily identify themselves as gay or bisexual; commercial sex workers or prostitutes; and older people.
