The base years against which emissions are measured are 1990 for carbon dioxide, methane and nitrous oxide and either 1990 or 1995 (the UK has opted for 1995) for hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride.

14 Carbon dioxide emissions increased by about 1.5 per cent between 2002 and 2003, although they were lower than in 2001. The increase was largely because of greater use of coal in electricity generation and a decrease in imports of electricity from the continent.

17 Note that the above table does not include Land use change: removals (only emissions). Historical figures are revised year on year due to improved data estimation and collection techniques. These figures, therefore, supersede previously published data, including those published in the Scottish Programme.

18 The increase from 1990 to 2002 in the fraction of UK emissions within the land use change and forestry (LUCF) category that are attributable to Scotland reflects a reported decrease in English LUCF emissions due to a general trend towards less intensive use of land. This decrease is based on very limited data on land use change available at the time of preparation of the statistics and is under review. It is expected that improved data, which will be available for the next edition of the regional greenhouse gas inventories, will result in Scotland's share of the UK LUCF total being revised downwards.
