Full technical details of how the targets published in Building a Better Scotland: Spending Proposals 2005-2008: Enterprise, Opportunity, Fairness will be measured. Some revisions were made in September 2006 to improve clarity about how the targets will be measured (for example, updated information on data sources, and further milestones noting how success will be judged). These revisions did not include information on progress made towards the targets.
