The important role played by local government in delivering sustainable development is specifically recognised in Chapter 28 of 'Agenda 21', the core agreement of the 1992 UN Earth Summit in Rio de Janeiro. Government leaders re-affirmed their commitment to Agenda 21 at the World Summit on Sustainable Development, in Johannesburg in 2002.
