    Secure the Executive's Parliamentary objectives, including through the proper co-ordination and management of the Executive's legislative programme, and, with the Parliamentary authorities, the development of the Parliament's procedures.

    Updated guidance to be prepared, in conjunction with the Equality Unit, for Executive Bill Teams on equality provisions including race equality in Executive sponsored Bills.

    Final updated guidance issued January 2004 to Bill Team leaders for Bills in 2003-04 and 2004-05.

    Include equal opps in Bill training exercises.

    Secure and support the implementation of the statutory Freedom of Information (FOI) regime.

    Equality interests, including race equality interests, to be consulted on development of statutory Code of Practice under the FOI(S) Act 2002.

    An initial equality consultation was conducted in Autumn 2002 followed by a full general consultation on the Code in 2003.

    Publish final version of Code in Spring 2004 plus on-going monitoring of any particular equality issues thrown up by implementation

    Maintain and develop the devolution settlement.

    Includes provision of advice on constitutional issues, and the promotion of best practice in relations with the UK Government and the other devolved administrations and promoting ongoing awareness.

    Co-ordinated Executive response to Procedures Committee Report on Founding Principles of the Scottish Parliament. Guided operation of the Sewel convention. Supported establishment of Scottish Public Services Ombudsman.

    Maintain and develop public records policy, including through sponsorship of the National Archives of Scotland.

    Promoting ongoing awareness- raising of possible impact of policy on promotion of race equality.

    CRE(Sc) and other equality bodies invited to Scottish Public Records Strategy workshops in late 2003/early 2004.

    CRE(Sc) and other equality bodies will be included in Scottish Public Records Strategy consultation exercise in summer 2004.

    Office of the Solicitor to the Executive Provision of a complete range of legal services to the Executive, both reactively and proactively, and whether directly or through other suppliers.

    Working to support departments meet their legal obligations under the RR(A)A in the operation of functions and development of policies.
