Planning 2003-2004 Research Programme - New Projects

Greenbelts: To assess the operation and application of the present policy, and advise on changes and adjustments to the proposed Scottish Planning Policy.

Planning Fees: To provide updated information on planning authority development control costs as an objective basis for reviewing/revising planning fees.

Support to Improving Design: To support in-house research which will build on work improving design by taking forward a joint project with planners in Bavaria.

Consultancy: To provide support on Public Involvement in Planning and advise on model development plan policies, reflecting the commitment in the response to the Review of Strategic Planning and reiterated in the forthcoming White Paper.

Rural Typologies: To assess the finer grained policies in use by planning authorities and whether these are complimentary to, or independent of, the typology in NPPG 15. To provide further advice on ways in which rural policy can be formulated through the application of a typology to an area.

Interaction Between Land Use Planning and Environmental Regulation: To identify whether and if so how the statutory land use planning system and environmental consenting regimes can work more effectively and efficiently together to protect the environment and public health while facilitating development.

Planning 2002-2003 Research Programme - Update

Methodology for Conservation Area Appraisal: To produce advice on how to prepare conservation area appraisals. Final report submitted May 2003. Will be integrated into the forthcoming PAN on Conservation Area Management.

Review of NPPG 15: To evaluate the impact NPPG 15 has had on rural development, and to establish the effectiveness of the policy guidance in dealing with change in rural areas. Published May 2003.

Design Quality in Private Sector Housing: To consider how improvements in design can be achieved and how obstacles to delivery can be overcome, drawing on lessons and experience from other countries where appropriate. Published as PAN67 February 2003.

Evaluation of New Planning Controls over Telecommunications Development: To evaluate the effects of the new planning controls over telecommunications development. To be published 2004.

Town Centres and Retailing: To examine the performance of Scottish retail planning policy and provide a basis for future revision, clarification or amplification. Completed October 2003 and to be used for the review of NPPG 8 in 2004.

Strategic Environmental Assessment of Development Plans: To update the earlier draft Planning Advice Note and methodology so that they fulfil the requirements of the Strategic Environmental Assessment Directive, take into account guidance issued by the European Commission, and are compatible with the Scottish Executive's environmental policies. Published August 2003.

Opencast Coal Mining: To review the operation and effectiveness of NPPG16.

Transport 2003-2004 Research Programme - New Projects

Success and Failure in Achieving Modal Shift: To assess and develop an approach which would focus and build on what has worked in achieving modal shift and why.

Roads and Parking in New Developments: To set out advice and principles of good practice on road design and layout in new housing areas with a view to creating an improved residential environment by reducing the dominance of roads and cars.

Methodology to Capture Land Value Uplift: To develop a methodology which would help fund significant public transport projects through land value gain.

Demographic/Household Change/Land Use/Transport Model: To take forward the recommendations of the scoping study on the development of a land use transport model for Scotland.

Transport 2002-2003 Research Programme - Update

Evaluation of Home Zones in Scotland: Stage 2: To evaluate the effectiveness of four Home Zone case study schemes in Scotland. This project will report in late 2004.

Barriers to Modal Shift: To understand the full range of barriers to modal shift from the car to more sustainable modes, particularly in the context of delivering a regional transport strategy for the West of Scotland. Published September 2003.

Scoping Study Investigating a Land Use and Transport Model for Scotland: To identify the main drivers behind changing land use and transport patterns in Scotland; and to assess the potential of different modelling frameworks to inform various policy questions. Published July 2003.
