WHAT IS FAIR FOR ALL?
Health Boards and Trusts are required to address five key policy areas in order to deliver culturally sensitive services. These are:
- Leadership: to deal proactively with minority ethnic health
- Community Profiles: to facilitate planning of services
- Community Development: to consult and support minority ethnic communities and agencies
- Human Resources: recruitment, selection and training of staff
- Access to services: to identify and overcome barriers
In addition, the Scottish Executive has funded a new National Resource Centre for Ethnic Minority Health (NRCEMH) to assist the Boards in this process.
WHAT IS A RACIAL EQUALITY SCHEME?
Following the death of the young black man, Stephen Lawrence, the Government brought in new legislation which requires named public bodies to eliminate unlawful racial discrimination and to promote equality of opportunity and good relations between people of different racial groups.
In addition, those bodies must produce a Racial Equality Scheme which will make equality central to all decisions and policies in order to reduce any negative impact on minority ethnic communities.
WHY DID WE CARRY OUT A REVIEW?
1. To assess progress of Boards and Trusts over the last 12 months
2. To help Boards and Trusts move forward in this area of work
3. To share models of good practice
4. To highlight areas of weakness, requiring improvement
5. To help NRCEMH and CRE develop national guidance and advice
HOW DID WE CARRY IT OUT?
1. Independent consultants commissioned to evaluate the Race Equality Schemes and Action Plans
2. Joint Framework developed to guide Boards and Trusts
3. Individual analysis provided to each Board and Trust with opportunities for comment
4. Final report prepared with summary of findings throughout Scotland
WHAT DID WE FIND?
- Clear commitment and leadership
- Difficulties in translating policies into action
- Gaps and weaknesses
- Some examples of good practice
WHAT STILL NEEDS TO BE DONE?
- Prompt and practical action to make information and services more accessible around areas such as:
diet, spiritual care, interpreting and translation, advocacy - More effective participation and engagement by minority ethnic individuals and groups
- Recognised and resourced co-ordinators of racial equality issues in each Board
- Annual reporting mechanisms and accountability
