1. Includes some taxis and private hire cars, for years up to and including 1994 - but see note 2.
2. There was a change made in the 1989 budget in which the vehicle excise duty paid by taxis and hire cars was increased to the same rate as private and light goods vehicles. This accounts for the drop in 1-4 seat public transport vehicles from 1989 onwards.
3. Similarly, following a change made in 1995, all public transport vehicles with 8 or fewer seats are taxed in the Private and Light Goods category - hence the drop in the numbers in this table.

1. This information is based on a 2% sample of all MOTs. Vehicles are counted once for each time they are tested, therefore "percentage unsatisfactory" would be 50% if every vehicle failed its first test and passed its second test.
2. Including other passenger vehicles with up to 12 passenger seats.
3. A vehicle with more than one type of fault (e.g. with unsatisfactory lights and unsatisfactory steering) is counted against each of them.
4. Over 3,000kg and up to and including 3,500kg.
