JOINT FUTURE AGENDA: SHORT LIFE WORKING GROUP ON JOINT PREMISES DEVELOPMENT IN PRIMARY AND COMMUNITY CARE: FINAL REPORT

APPENDIX 1
JOINT PREMISES - SLWG REMIT & MEMBERSHIP

REMIT

Scope

The aim of the SLWG will be to identify barriers and promote solutions and opportunities to joint premises development between NHSScotland and local authorities and other players in community care. As a by-product it will seek to identify existing "promising practice" where joint premises have already been developed. It will build upon the work of the Primary Care Premises SLWG and more broadly, Community Planning and the Joint Future agenda will inform it.

Life

The Group will build on the work of the Primary Care SLWG and will therefore aim to conclude its work by 30 November 2002 (4 months). A definite date of completion will be agreed after the Group's initial scoping meeting. In any event, it will be necessary to keep an eye on the forthcoming NHS White Paper.

Outcomes

The Group will meet in August to scope the agenda and take stock of the work of the Primary Care SLWG. It will then set a programme of dates to achieve its objectives. The Group may appoint sub-groups to progress specialist/discreet areas of thinking, for example, project "bundling" or VAT issues.

Specifically, the SLWG outcomes will be -

  • The identification of issues from joint premises development that impact staff, community participation/consultation and governance of partners/partnerships.
  • The identification of existing examples of joint premises development and methods for "promising practice" dissemination.
  • Recommendations to remove barriers to joint premises development (building upon the work of the Primary Care SLWG).
  • A final report (taking account of timing constraints/opportunities of NHS Management & Decision Making Review, NHS White Paper etc)
