Grain Legumes Scheme

Introduction

This leaflet describes the arrangements in Scotland for the payment of aid for grain grown under under the Grain Legumes Scheme (GLS).

The GLS was introduced in 1989 and covers a limited variety of grain legumes such as chick peas, lentils and vetches harvested as dry seeds, with the aim of encouraging their continued production in the Community's economic interest. Chick peas and lentils are normally grown for human consumption, and vetches for animal feed. These crops can also be grown to produce seed for sowing. However, under the scheme, there is no stipulated end use other than the crops must be harvested as dried seed.

The GLS comes under the Integrated Administration and Control System (IACS). Applicants thus need to complete Question 9 on form IACS(2). The crop codes to be used are given in the IACS Explanatory Booklet, table 3.1.8

Lentils CN code 0713 40 90 (other)

  • The marketing year runs from 1 July to 30 June.
  • Payment Rates for marketing year 2002/2003 are EUR 181.00 per hectare for lentils and chick peas and EUR 150.52 per hectare for vetches.
  • The payment rates for marketing year 2003/2004 will be fixed by the EU in November 2003.

Eligibility of land

  • It is possible to claim on land which is AAPS eligible and also on land which is not AAPS eligible.
  • It is not permissible to claim for both GLS and Seed Production Aid or under any other scheme financed in accordance with Article 1 (2) of Regulation (EEC) No 729/70.
  • GLS land cannot count towards forage on IACS.

Husbandry

  • Crops must be sown and maintained under normal growing conditions and harvested as dried seeds.
  • Crops harvested green in the form of fodder are not eligible.

Main Legislation

  • Council Regulation 1577/96 introduces the scheme and contains the general rules.
  • Commission Regulation 1644/96 lays down the detailed rules of the scheme.
  • Commission Regulation 2156/2002 sets out payment rates for marketing year 2002/2003.

KEY DATES

  • Deadline for submission of claim is 15 May. Penalties for late submission are set out in IACS(1) 2001 Annex 2. Crops must be sown before submitting claim.
  • Marketing Year 1 July - 30 June.
  • Harvest declaration form (GLS1) to be returned to your local SEERAD Area Office by 21 October 2003.
  • Payment rate set by EU for 2003/2004 marketing year by 30 November 2003.
  • Payment made to producer within 60 days of rate being set.
  • Any problems relating to crop growth or husbandry at any stage should be notified immediately to the appropriate SEERAD Area Office.
