Social Justice 2003-2004 Research Programme

In recent years, the Scottish Executive has produced a number of documents that provide an indication of social justice policy priorities. These include The Scottish Budget 2003-06, Closing the Opportunity Gap, the Social Justice Strategy and the Equality Strategy. The overarching aim of the Social Justice Research programme is to assist policy colleagues across the Executive to design and implement strategies for meeting the policy objectives set out in these documents by contributing to the knowledge base including the development of a better understanding of longer term trends and the implications for current policies; by developing and assessing policy options and by monitoring and evaluating programme delivery to inform future policy and programme development.

All new work, and much of the ongoing work, in the Social Justice Research Programme falls broadly under three cross-cutting headings: work to promote and mainstream equalities; work to develop social justice policy and promote innovative projects relating to financial inclusion, childcare and poverty; work to develop the voluntary sector and promote volunteering and community engagement.

Equalities

Assessing a Generic Equality Strategy
- Assessment of the appropriateness/effectiveness of adopting a generic mainstreaming equalities strategy. To inform future development of the Scottish Executive's Equality Strategy.

Mainstreaming Equality
- Work to feed into a wide-ranging programme of in-house research and advice to assist policy colleagues in mainstreaming equality issues across Scottish Executive policy and practice.

Review of Multiple Discrimination Research
- Work to take forward more detailed analysis of new and existing data in this area.

Audit of Disability Research
- Audit of disability research with a view to identifying key findings and gaps in existing knowledge.

BSL and Linguistic Access for Deaf People
- Study of the experiences of BSL users and BSL interpreter training issues.

Ethnicity Classification
- Programme of research to explore issues around ethnicity classification and to make recommendations for future classifications fit for purpose.

Advocacy Services for Refugees & Asylum Seekers
- Study-to assess effectiveness of existing advocacy services in enabling R&AS to settle and integrate into life in Glasgow & to look at ways of extending and improving services.

Understanding Where We Live - A Social Mapping Pilot for Black and Minority Ethnic People
- Study to pilot an inclusive methodology for community profiling that helps build community capacity as well as to provide a range of community information and resources.

Tackling Barriers to Service Provision for LGBT People
- Study to identify the main barriers that exist which act to limit provision and restrict access to public services for LGBT people, with a view to identifying ways of overcoming these barriers.

Social Inclusion

Two-stage Credit Union Research:
1. Credit Unions in Scotland Membership Survey
2. Assessment of Credit Unions' role in tackling social exclusion in Scotland
- Two-stage study to explore 1) characteristics of CU members and volunteers in Scotland and their saving/borrowing patterns and 2) the potential for credit unions and their role in tackling financial exculusion.

Financial Literacy Initiatives - What Works?
- Work to identify initiatives on financial literacy in Scotland by UK-wide and Scottish bodies which are relevant to financial inclusion and look at what works in improving financial literacy of financially excluded people.

Evaluation of the Employment and Childcare Fund
- An evaluation on the impact of the Employment and Childcare Fund in supporting parents living in deprived communities into employment and/or training through the provision of childcare.

Voluntary Issues

Stage 2 Monitoring and Evaluation of the Scottish Compact

Stage 2 data collection to build upon Stage 1 baseline review & design of monitoring and evaluation framework for Scottish Compact .

Review of Local Compacts
- Work to map existing local compacts and identify good practice in the development of local compacts.

Training Needs of the Voluntary Sector
- Training needs analysis of voluntary sector organisations.

Update on 2002-2003 Programme

Focus Groups With Minority Ethnic Communities
Contractor - Blake Stevenson Ltd
- Study commissioned as part of a wider investigation into both the range of information required and methods of investigation best employed to assist the development of a proposed research programme into the needs of minority ethnic people in Scotland.. Report to be published Spring 2003.

Low Income Households with Children: An Exploratory Study
Contractor - Centre for Research on Families and Relationships
- Exploratory study to review relevant literature and investigate the views and experiences of households with children living on low incomes. Expect to publish Spring 2003

Scottish Compact Baseline Review
Contractor - GEN Consulting
- Baseline review of quantitative and qualitative data to inform the development of core monitoring indicators and to outline options for an evaluation framework for the Scottish Compact. Expect to publish Spring 2003.

Diversity in the Public Appointments Process in Scotland
Contractor - Reid-Howie Associates.
- Research to explore the public appointments process in Scotland in relation to diversity. It will provide recommendations for improving the process so that future processes produce a more diverse range of candidates. Completion due May 2003.

Scottish Social Attitudes Survey: Funding of a Module on Discriminatory Attitudes in Scotland
Contractor - National Centre for Social Research
- Detailed analysis of a 40 question module in the 2002 Scottish Social Attitudes Survey to assess and explore public attitudes towards discrimination in Scotland. Report to be published Summer 2003.

Voluntary Issues Partnership "Points of Departure"
Contractor - Scottish Council for Voluntary Organisations
- Scoping work to identify current range of and gaps in research into voluntary issues and to develop proposals for further work. Expect to disseminate from Summer 2003 onwards.

ESRC Case Studentship: 'Understanding Ethnic Minority Residential Preferences: Neighbourhood Attachment and Suburbanisation'
Contractor - University of Glasgow
- Research studentship to improve understanding of residential housing choices of ethnic minority households in Greater Glasgow housing market area. Studentship commenced in Autumn 2002 and will be ongoing for three years.
