    The Scottish Executive's Social Justice and Equality Strategies set out its plans to take forward a vision for a just and inclusive society. This bulletin reports on a range of social research projects commissioned by the Scottish Executive relating to these cross-cutting strategies. It provides an update of ongoing projects, information about recent and forthcoming publications and details of new research likely to be commissioned over the coming months.

    The Office of the Chief Researcher and research teams in the various Departments provide a social research service to the Scottish Executive and certain allied Departments. Research teams support the formulation, development and evaluation of the Scottish Executive's policies and contribute to better delivery of services through the provision of evidence-based advice.

    Exploring Policy Research Needs on LGBT Communities in Scotland: Phase 3

    Minority Ethnic People and Homelessness in Scotland

    Cross-cutting research between Housing and Social Justice (Equalities) Research Teams. This study will examine the provision and use of homelessness services in Scotland by minority ethnic people. It aims to improve the evidence base for local authorities and other service providers in the development of local homelessness strategies. The study will map existing services, review local authority experience and practice and involve in-depth interviews with users and potential users of services.

    Refugee Skills Audit

    Forthcoming Research Studies

    Credit Union Training

    Research to audit the training provision for credit union volunteers in Scotland and to develop and pilot a toolkit for credit unions which allows them to carry out skills audits of their volunteer workforces.

    Plans for a forward programme of social justice research for 2003-2004 will be published as part of the Development Department Research Programme in March 2003 and will be made available on the Scottish Executive Social Research website at www.scotland.gov.uk/socialresearch.

    Research to assess the effect of the implementation of the Immigration and Asylum Act 1999 on asylum seekers and devolved services in Scotland.     Year One Monitoring Of The Child Poverty Package (2003)

    The Child Poverty Package, a new package of initiatives to assist lone parents into further and higher education by supporting childcare costs and improving childcare supply, was launched in July 2001. This study involved designing a monitoring framework for two key elements of this package, and collection and analysis of the first year of monitoring data.

    Scotland's Health, Housing & Regeneration Project: The Health Impacts Of New Social Housing And Regeneration Initiatives

    A longitudinal study comparing mental and physical health in households rehoused into new social housing and households resident in social housing in the same areas, to ascertain the nature, extent and duration of any changes in health, and features of housing and regeneration programmes associated with them.

    Childhood IQ, Social Factors and Health: a Collaboration between the Midspan Studies & the 1932 Scottish Mental Ability Survey

    The study will combine data on IQ and social circumstances in childhood, physiological factors and social circumstances in midlife, and specific illnesses later in life and mortality. It will explore relative contributions of social factors and IQ in childhood, health behaviours in adulthood, to late-life morbidity and mortality.

    Childhood Cognition, Education & Adult Health: Associations, Mechanisms & Mitigating Influences

    Data on cognitive function and socioeconomic circumstances at age 7 will be linked with data on morbidity and mortality later in life using a unique cohort of 12000 Scottish children born in Aberdeen in the early 1950s. The study will explore the effect of cognitive function on later health, and the way this is affected by social position and schooling.

    Measuring Health, Variations In Health and Determinants Of Health In Scotland

    Adolescents With Psychosis In Scotland: Prevalence, Health Service Use & Disabilities

    Surveys of patients and carers, and reviews of medical records, to establish the prevalence of adolescent psychosis, its impact on patients and their families, and the consequences in terms of use of health and other services.
    Influence of Social and Intellectual Engagement on the Maintenance of Cognitive Skills & Quality of Life in Old Age

    Principal Investigator: Professor Ian Deary, Dept. of Psychology, University of Edinburgh
    A follow-up study of a 1921 birth cohort whose IQ was tested in 1932. New psycho-social data has been gathered and combined with lifetime data on cognitive change, to determine whether intellectual and social engagement prevent cognitive decline and protect quality of life.

    Evaluation of National Care Standards Consultation Process

    An evaluation of the consultative processes used by the Social Work Services Inspectorate in 1999 - 2001 to develop the National Care Standards. Looking in particular at what attempts were made to encourage service users, carers and ethnic minority groups to take an active part in the process. The work will inform the development of Scottish Executive consultation policy and will be of interest to agencies engaging with these groups in the future.

    Managing Radioactive Waste Safely: Engaging Scotland (2002)

    Evaluation of the Impact of Leisure Interventions on Drug Use and Offending

    Racist Crime and Victimisation in Scotland (2002)

    This project is evaluating the setting up, operation and effectiveness of fast-track children's hearings, currently being piloted in three geographical areas of Scotland.     Parents' Access/Demand To Pre-School Childcare

    Prison Transitional Care Evaluation

    The evaluation of the prison transitional care arrangements in Scotland began in May 2002. The transitional care arrangements are designed to assist the Scottish Prison Service to meet one of the key objectives in the SPS Drugs Strategy: to increase the proportion of identified drug misusers taking part in successful transitional care after release from prison. The study combines a quantitative cohort component with a series of qualitative case studies.

    Mental Health Law Research Programme

The programme aims to support the implementation of the anticipated new Mental Health (Care and Treatment) (Scotland) Act, and to evaluate its operation and impact. Responses will be invited to a consultation paper published at the end of March, and an event will be held at the end of May.     Prevalence of & Services for People with Learning Disabilities or Autistic Spectrum Disorders in Prisons & Secure Accommodation

    Four reviews are underway to build the evidence base on developing community legal services in Scotland. The reviews cover IT delivery and outreach services, quality assurance schemes in use in the legal information and advice sector in Scotland, the role of non-lawyers in the provision of legal advice and information and contracting community legal services in England and Wales. The reviews will be published in April 2003.

    Human Rights Cases in the Scottish Courts

    The principal aim of the project is to monitor and review the uses and development of human rights law in Scottish courts. The researchers will also be piloting a monitoring system in a sample of Scottish courts, with a view to making recommendations for a nation-wide monitoring system. Such a system would allow for the tracking of cases that make use of human rights legislation. This project will go out to tender shortly and begin in May 2003. A final report will be available in May 2004.

    Community Legal Services: needs assessment

    This project will assess the level and nature of community legal aid in 4 or 5 partnership areas using two different methods (proxy models and surveys). These exercises will be followed by focus groups with local stakeholders. Reports for individual partnerships will be produced in the course of the project. A final report to the Scottish Executive including the key results and recommendations for conducting future needs assessment exercises will be published in December 2003.

    Evaluation of Legal Aid Fixed Fees

    Research is planned to examine the impact of the introduction of legal aid fixed fees. It is likely that the project will examine the impact on summary criminal legal aid expenditure and on key participants and stakeholders. This evaluation will be commissioned in summer 2003.

    National Survey of Employment Tribunal Applications: Scottish booster

    A Scottish booster to this GB-wide survey is being commissioned from the Department for Trade and Industry (DTI). This involves 700 interviews with random samples of applicants and employers. Information to be collected includes characteristics of the applicants, employers, and the dispute, use of procedures, patterns of advice and representation and the tribunal outcome. There is also scope for comparaisons between Scotland and England/Wales. The data will be available to the Legal Studies Research Team in autumn 2003.

    Child Welfare Hearings

This will build on a feasibility study (recently completed) which identified some of the methodological and practical matters to address in a full scale evaluation. The conference was organised to promote research on women and gender issues in rural Scotland and was part of a wider consultation exercise undertaken by the Scottish Executive Equality Unit with community and equality groups to identify their needs, interests and concerns.

    Social Inclusion in Rural Areas: Innovative Projects for Young People (2002)

    The study was carried out following the publication of the 'Poverty and Social Exclusion in Rural Scotland' and 'Services in Rural Scotland' by Scottish Executive. These reports raised a number of issues relating to social exclusion and young people in rural communities, and this study was carried out as a preliminary review of rural youth projects. Specifically the study sought to gather information on innovative community and policy responses to problems faced by young people living in rural areas.

    Review of International Best Practice in Service Delivery to Remote and Rural Areas (2002)

    The study reviewed international examples of good practice in service provision to remote and rural areas. The review examined best practice case studies from Europe, North America and Australia, and described a number of examples of best practice that may be transferable to remote and rural areas of Scotland. The research showed that best practice case studies demonstrated an early commitment to the use of community survey techniques, local consultation, and an open involvement in the planning process for the design and implementation of service delivery. The study concludes that Scotland is ahead of many comparable countries in the innovative development of rural services.

    Availability of Services in Rural Scotland (2002)

    Both the 'Services in Rural Scotland' and 'Poverty and Social Exclusion in Rural Scotland' reports pointed to the need for service providers to consult with local communities about the appropriate level and method of service provision. To build a better picture of the availability of services in rural Scotland, this report utilised new ways of measuring current service provision by using Geographic Information Systems (GIS) technology. The report includes illustrative maps for 20 key services, known as important to rural communities, to illustrate their geographic distribution across Scotland.

    Bus Passenger Satisfaction Survey (forthcoming 2003)

    Results of the first two surveys carried out in May and November 2002 to establish levels of satisfaction by bus users in regard to many elements of bus travel.

    Scottish Household Survey

    The Scottish Household Survey is a major survey of the Scottish population, designed to provide representative information on the characteristics, composition and behaviour of Scottish households and the adult population, both nationally and at a more local level.

    A new contract has been awarded to MORI Scotland and NFO Social Research to continue running the survey for the next four years. Questionnaire content is reviewed each year; a new questionnaire is currently being piloted and will be introduced in April 2003.

    The latest Scottish Household Survey annual report Scotland's People: Results from the 2001 Scottish Household Survey (Volume 5: Annual Report) and accompanying technical report Scotland's People: Results of the 2001 Scottish Household Survey (Volume 6: Technical Report) were published in November 2002.

    The Annual Report covers a wide range of topics to allow links to be made between different policy areas, including many relevant to social inclusion; for example disability, housing, involvement in community and access to services. It includes analysis by age and gender.
