D.15 Council boundaries are not an ideal scale for this sort of analysis, but analysis which matches data on retail activity to travel costs at a small zone level is beyond the scope of this project. Despite the coarse zoning, the analysis demonstrates the main interactions between Council areas in the retail sector.

D.16 The patterns of spread of influence of car based travel will be very different from that for public transport travel. However the analysis in Chapter 3 showed that travel by public transport should not result in a significantly greater overall spread of activity from any of the cities, although the balance between Council areas will be different. Therefore, provided the city region boundaries are sufficient to allow for the spread of influence for car accessibility, the area of influence of public transport shopping trips should not exceed this.

D.17 It is also possible to look at retail accessibility for all Council areas as shown in Figure D9. This takes account of the cumulative effect of retail expenditure in each Council area.

D.18 The peak accessibility index is for Glasgow city with 2050m. Since the index from Glasgow alone was only 1600m, it can be seen that for Glasgow residents, only about 70% of the accessibility to comparison goods is accounted for by retail activity within the city itself. If the residents of the City Council with the greatest shopping provision still gain 30% of their accessibility from shopping destinations outwith the city, then it is clear that cross boundary accessibility will be important for all Council areas.

D.19 This aggregate analysis therefore offers insight into the relative importance of each of the cities for retail accessibility in the Council areas across Scotland. The level of retail accessibility provided by each of the cities for each Council area is shown in Table D1.
