In accordance with NPPG2 the allocation is justified in terms of the overall strategy

Within the policy framework set by the SP it is for the local plan to identify the extent of the town centre. The approach is consistent with the sequential approach.

Introduction of Schedule ECON 5 from the Report of Survey (fig 2.1) as a draft modification.

The only change to Fig 2.1 as published in the Report of Survey has been, in accordance with the SP text, to insert Middlefield/Westfield in place of Central Retail Park.

District Centres are described as traditional town centres in the Report of Survey. Retailing in Bo'ness (a District Centre) is addressed in Policies ECON4 and ECON5.

The HSE's consultation zone is applied through the planning system on a case-by-case basis.

The SP provides the basis and mechanisms for the Local Plan to allocate appropriate sites in accordance with National policy.

Technical aspects of the housing land calculations.

The plan's methodology accords with NPPG3 and PAN38 subject to the elements properly at the discretion of the Council.

Draft modification regarding the flexibility allowance.

To give flexibility in case allocated sites do not come forward, the estimated rate of windfall and small sites is not achieved and any uncertainties in housing land calculations.

Priority to be given to brownfield sites in the approach to site selection in local plans and lack of an explicit greenfield element.

The approach accords with national policy on giving priority to brownfield sites and has to be seen in the context of other SP policies. The need for greenfield release is acknowledged elsewhere in the plan.

Provision of affordable housing and needs assessment.

The plan states provision will be based on needs assessment as part of the local plan process.

The nature of the rural regeneration strategy and its co-ordination with other SP areas.

Policy COM4 gives priority to 4 settlements but is also relevant to other villages. Other councils were consulted during the plan's preparation and further co-ordination is a matter for them.

The issue is considered in the Report of Survey. Policy ENV1 would be applicable.

The draft modification to the policy on school provision.

Wording adjusted but housing development cannot be tied absolutely to capacity in the catchment schools.

Setting an 18 month deadline for local plan preparation.

PAN 49 indicates a 3 year timescale.

Potentially wide range of the requirement for a Design Concept Statement (COM7).

The policy wording is limited to proposals likely to have "significant visual and physical impacts on a site and its surroundings."

Green Belt/Greenspace Corridors and their boundaries.

The national policy on green belts is set out in Circular 24/1985. The case for replacing greenbelt policy with the concept of green space corridors was not made. Boundaries are a matter for the local plan.

The plan has been modified to ensure the areas are reviewed within 5 years. The general principles for mineral working in ENV8 will be applicable to proposals in all parts of the area.
