PROTOCOL OF CO-OPERATION
between
THE SCOTTISH EXECUTIVE
and
THE GOVERNMENT OF CATALONIA
WHEREAS both parties are desirous of strengthening their relations as representatives of two historic European nations;
WHEREAS both parties share common characteristics, such as possessing their own national identity, as well as their own language;
WHEREAS both parties are aware of the efficient contribution of inter-regional co-operation to the European integration process;
WHEREAS both parties have a strong bi- and multilateral co-operation background in the European context;
WHEREAS both parties, after making some contacts, have duly explored the possibilities of establishing co-operation
arrangements in several areas of common interest;
NOW, THEREFORE
On one hand, First Minister Jack McConnell, on behalf of the Scottish Executive
On the other hand, Prime Minister Artur Mas, on behalf of the Government of Catalonia
mutually recognise their capacity to sign this protocol, and
AGREE
To deepen the parties' contacts and enlarge their bilateral exchanges.
For the parties' mutual benefit to share experiences and to prepare joint co-operation projects, particularly in the following areas:
-Agriculture and rural affairs -Architecture -Education -Research to support innovation -Social policy: health, housing, urban regeneration -Transport
On the basis of mutual agreement co-operation could be extended to other areas, particularly contemporary public administration and environment
To promote contacts between financial, cultural, academic, and social authorities, institutions, and bodies of both nations.
To jointly contribute to the development of the regions' role in Europe, especially in the areas of protecting cultural identity and regional diversity.
To establish a bilateral working group to support the implementation and development of this agreement.
This co-operation protocol will take effect on its signature day.
Both parties have signed the present co-operation protocol in English and Catalan.

EL GOVERN DE LA GENERALITAT DE CATALUNYA

EL GOVERN D'ESCOCIA
ATÈS QUE les dues parts desitgen enfortir els lligams entre aquestes dues històriques nacions europees.
ATÈS QUE les dues parts comparteixen característiques comunes, pel fet de comptar amb una identitat nacional i una llengua pròpies.
ATÈS QUE les dues parts són conscients de la contribució efectiva de la cooperació interregional al procés d'integració europea.
ATÈS QUE els dos governs compten amb un profund bagatge de cooperació bi- i multilateral a nivell europeu.
ATÈS QUE arran d'un seguit de contactes, els dos governs han explorat les possibilitats de cooperació bilateral en diversos àmbits d'interès comú.
REUNITS
D'una part, el Conseller en Cap Sr. Artur Mas i Gavarró, en nom del Govern de la Generalitat de Catalunya.
De l'altra, el Primer Ministre Sr. Jack McConnell, en nom del Govern d'Escòcia
Ambdues parts es reconeixen plena capacitat per a aquest acte, i
ACORDEN
Aprofundir els contactes ja existents i ampliar els intercanvis bilaterals.
Pel nostre mutu interès, intercanviar experiències i elaborar projectes de cooperació, en particular en els següents àmbits:
- Agricultura i afers rurals - Arquitectura - Educació - Recerca per al desenvolupament de la innovació
- Política social: sanitat, habitatge i regeneració urbana. - Transport
Amb l'acord mutu d'ambdues parts els àmbits de cooperació poden ampliar-se a altres àrees, en particular la modernització de l'Administració Pública i el Medi Ambient.
Promoure els contactes entre les autoritats, les institucions i els òrgans financers, culturals, acadèmics i socials de les dues nacions.
Contribuir conjuntament al desenvolupament del rol de les regions a Europa, especialment pel que fa a la defensa de la identitat cultural i la diversitat regional.
Constituir un grup bilateral de treball per tal de donar suport a la implementació i desenvolupament d'aquest Acord.
Aquest protocol de cooperació entrarà en vigor a partir de la data de la seva signatura.
En prova de conformitat, signen aquest protocol de cooperació, en llengües catalana i anglesa.
