SCOTTISH EXECUTIVE CONSULTATION ON DRAFT GUIDANCE AND REGULATIONS ON ACCESSIBILITY STRATEGIES

Consultation
This consultation paper asks for views on the draft guidance and draft regulations on accessibility strategies, to be prepared under the Education (Disability Strategies and Pupils' Educational Records) Bill.
The consultation falls into three parts:
Part I - draft guidance on accessibility strategies
Part II - draft Education (Disability Strategies) Regulations
Part III - the text of the Education (Disability Strategies and Pupils' Educational Records) Bill, as passed by the Scottish Parliament, for ease of reference

The Scottish Executive is happy to receive consultees' views and suggestions relating to any aspect of the draft guidance and regulations. In particular, we would like your views on the following questions:
- Is the draft guidance clear and does it contain enough detail?
- Are there any areas which you feel need clarification?
- Does the guidance allow responsible bodies too much flexibility or not enough? Or does it give the right balance between prescribing duties and allowing bodies to determine their own priorities?
- Is the proposed cycle for preparing, implementing and reviewing strategies manageable?
- Are the groups that the guidance suggests should be consulted the right ones? Are there others?
- Should the guidance include more examples or specific case studies? Do you have any examples you think should be included?
- Is six months enough time to prepare the first accessibility strategy and is three years an appropriate time period for a strategy to cover, as proposed in the draft regulations?
- Does the list of alternative forms included in the draft regulations cover all the alternative forms in which a responsible body should reasonably be able to provide accessibility strategies?
