Q Do consultees agree that the Pollution Prevention and Control Act 1999 and Part I of the Environmental Protection Act 1990 represent the best means of implementing the Solvent Emissions Directive in Scotland? If not, what do they think would be better and why?
Q If any consultee is in favour of the national plan option, how would they anticipate meeting the tests in the Solvent Emissions Directive (including the range of instruments to be used, demonstration of enforceability and demonstration of compliance)?
Q How could the disadvantages of a national plan identified in (a) to (l) above be overcome?
Q The national plan option can be seriously entertained only if some businesses or sectors are prepared to go significantly beyond the requirements of the Solvent Emissions Directive.
