Cabinet Secretary for Health and Wellbeing today announced the appointment of two new members to Greater Glasgow and Clyde NHS Board.
The new members are:
Rev Dr Norman Shanks has a wide range of experience in the public and voluntary sector having worked as a civil servant in the Scottish Office, serving as Private Secretary to the Secretary of State for Scotland from 1975-77. He then trained for the Church of Scotland ministry at New College, Edinburgh University and served as Chaplain to Edinburgh University (1985-88). Rev Dr Shanks has also been a Lecturer in Practical Theology at Glasgow University (1988-95), Leader of the Iona Community (1995-2002) and minister of Govan Old Parish Church, Glasgow (2003-2007). Rev Dr Shanks received the honorary degree of Doctor of Divinity from Glasgow University in 2005 for services to church and community. He brings to the Board a long-standing interest and involvement in social and community issues and wide experience of decision-making and consultation processes gained throughout voluntary appointments he has held, including - Convener of the Church of Scotland's Church and Nation Committee; Chairman of Edinburgh Council of Social Service; Member of Scottish Constitutional Convention, BBC Broadcasting Council for Scotland, UK Board of Christian Aid, and World Council of Churches Central Committee.
Mr Ian Fraser was, until he retired in 2009, Corporate Director of Education and Social Care for Inverclyde Council. Mr Fraser spent almost 40 years working in education and social services. Initially a primary teacher, he was for eight years the successful Head Teacher of Ferguslie Primary School in Paisley. His career in education continued in the inspection of schools and services where he developed skills in performance management and audit. For eleven years in his role as Head of Service in East Renfrewshire Council he expanded early and special education and developed inclusive practices. Mr Fraser worked with community, voluntary, parental and public sector organisations to help them deliver new legislation and expanded public expectations. In his Corporate Director role he was responsible for children's services and for community care. Mr Fraser therefore not only brings to the board his knowledge of a range of health-related issues, especially those affecting areas of deprivation but also his skills and experience in leadership and in public engagement and consultation. Mr Fraser currently works with Scottish universities.
The appointments will be for four years and will run from August 1, 2010 to July 31, 2014.
These posts are part-time and attract a remuneration of £8,008 for a time commitment of around eight hours per week.
None of the above members hold any other Ministerial Appointments.
Greater Glasgow and Clyde NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Greater Glasgow and Clyde region.
These Ministerial public appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity within the last 5 years (if there is any to be declared) to be made public.
None of the above appointees have been involved in any political activity.
