Cabinet Secretary for Health and Wellbeing Nicola Sturgeon today announced the re-appointment of a number of NHS Board members across NHS Scotland.

BORDERS NHS BOARD

Mrs Julia Edey has considerable experience in NHS management with posts at both hospital and at health board level, latterly as Director of Strategic Planning with Fife Health Board. She relocated to Borders in 1999, and was employed by Scottish Borders Council within the information technology and social work departments. Mrs Edey has been a member of Borders NHS Board since 2006, and is currently a non-executive member of the Scottish Public Pensions Agency (SPPA). She does not hold any other ministerial appointments.

The re-appointment will be for a period of three years from June 1, 2009 to May 31, 2012.

This post is part-time with a time commitment of 8 hours per week for which the annual remuneration is £7,904.

Borders NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Borders region.

LOTHIAN NHS BOARD

Dr Alison Tierney, a nurse by profession, has pursued her career primarily in the university sector and in 2002 she was awarded a CBE for services to nursing research and education. She continues to support nursing and health services research development through various activities locally, nationally and internationally. She does not hold any other ministerial appointments.

The re-appointment will be for a period of two years from July 1, 2009 to June 30, 2011.

This post is part-time with a time commitment of 8 hours per week for which the annual remuneration is £7,904.

Lothian NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Lothian area.

HIGHLAND NHS BOARD

Mr Ian Gibson, Vice-Chair of NHS Highland is a business adviser specialising in the voluntary sector and small businesses living in Newtonmore. He was previously Director of Macmillan Cancer Support for Scotland and Northern Ireland for 9 years and his working experience includes hospital and ambulance service management as well as management of hotel services contracts for a private company. He has held a number of volunteer posts in the Charitable sector and is currently a board member of Voluntary Action Badenoch and Strathspey. He is also independent Chair of Highland Council Adult Protection Committee. He holds a ministerial appointment as a Board member of the Scottish Commission for the Regulation of Care, for which he receives an annual remuneration of £8,100.

Mrs Ann Bethune has been a non-executive director of NHS Highland for the past 4 years and is currently Chair of Mid Highland Community Health Partnership and of the Pharmacy Practices Committee. She is also a member of the Audit Committee and the Joint Committee for Children and Young People. Mrs Bethune is a member of the Skye & Lochalsh Community Care Forum Management Committee. Her background is in nursing, social sciences and medical demography. She was a research analyst in the Medical Statistics Division of the Office for National Statistics in London before returning to Skye in 1996 where she worked as a freelance researcher. She is now retired and does not hold any other ministerial appointments.

Mr Bill Brackenridge was a management consultant with the Hay Group for 25 years until he retired in 2003. Prior to that he worked in civil aviation and in local government. From 1999 to 2005 he was a Non-executive Director of Highlands and Islands Airports Ltd. In July 2003, he was appointed Chairman of the Scottish Ambulance Service, for which he receives an annual remuneration of £24,180. This appointment concludes on 30th June, 2009. He is also Chairman of the Argyll & Bute Adult Protection Committee, for which he receives an annual remuneration of £3,000.

Bill Brackenridge will be re-appointed for a period of 4 years from June 1, 2009 to May 31, 2013. Ann Bethune will serve a further period of 2 years from July 1, 2009 to June 30, 2011 and Ian Gibson will serve a further period of 4 years from July 1 2009 to June 30, 2013.

These posts are part-time with a time commitment of 8 hours per week for which the annual remuneration is £7,904.

Highland NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Highland region.

These Ministerial re-appointments were made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, Ian Gibson has canvassed on behalf of the Scottish Liberal Democrats and attended party conferences. None of the other above re-appointees have been involved in any political activity.
