Infrastructure Minister Stewart Stevenson today announced the appointment of four members to the Board of Scottish Water.

Mr Stevenson said:

"I am delighted to announce four appointments to the Board of Scottish Water from April 1 2009. After an open competition James Spowart, Andrew Wyllie and Alan Bryce have been appointed as new members and Pat Kelly has been appointed for a further term as the employee interest member. These members bring considerable skills and experience to Scottish Water's Board to help drive forward further improvements in the business."

Scottish Water has a high quality Board with experience from the public and private sectors and the right skills to take the organisation forward. These new appointments will broaden that skills set and ensure Scottish Water continues to improve its customer service and efficiency."

"My thanks go to Graeme Crombie, Ian McMillan and Rita Theil who stepped down on March 31 having already served two terms on Scottish Water's Board. I am grateful to them for their significant individual contributions as part of a dynamic board which has steered the executive team and workforce through a challenging period with notable success to date."

Scottish Water is a public corporation established in 2002 by the Water Industry (Scotland) Act 2002. It is accountable to Scottish Ministers and through them to the Scottish Parliament for the provision of public water and sewerage services across Scotland.

The appointments were made in accordance with the Office of the Commissioner for Public Appointments in Scotland's (OCPAS) Code of Practice following open competition.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. None of the appointees has declared any political activity during the past five years.

Brief Biographies of the appointees


Pat Kelly

Pat was formerly Scottish Secretary of the Public and Commercial Services Union and President of the STUC. He was educated at Glasgow University and is a chartered civil engineer. Pat has held Non-executive Director positions in Scottish Enterprise, Edinburgh and Lothian, and in NHS 24, and was a member of the Civil Service Appeal Board.

James Spowart

Jim was a founder of Direct Line Financial Services, Standard Life Bank and also Intelligent Finance Jim was the pioneer behind the offset concept for mortgages as well as being the first person to undertake mortgages by telephone. He was recently recognised by Napier University by being given an honorary doctorate in business administration for his contribution to the economic development in the central belt of Scotland and also for his innovation in banking.

Andrew Wyllie

Andrew is Chief Executive of Costain Group PLC, the worldwide construction and engineering group. Prior to taking up this role in 2005, he worked for Taylor Woodrow where he was Managing Director of the construction business and was a member of the Group Executive Committee. Andrew has an MBA from London Business School, is a Fellow of the Institution of Civil Engineers, a Fellow of the Institute of Directors and a Fellow of the British American Project. He is also a member of the CBI Construction Council and a Companion of the Chartered Management Institute.

Alan Bryce

Alan is Managing Director of SP Energy Networks, part of the Glasgow-based Scottish Power, which distributes electricity to 3.4 million customers and invested some £900m in Scotland last year. He is a graduate in engineering from the University of Strathclyde and previously managed Scottish Power's Generation Business and before that was UK Strategy Director.

The appointments are for four years, the posts are part-time and attract remuneration of £19,632 a year for a time commitment of an average of four days per month.
