Scottish Industrial Development Advisory Board

The Minister for Enterprise, Energy and Tourism, Jim Mather, today announced the appointment/reappointment of five Members to the Scottish Industrial Development Advisory Board (SIDAB).

The new appointee is:

Kevin Moore is Managing Director of Business Therapies and Chairman of Diagnostic Potentials Ltd and Biopta Ltd. He was formerly Managing Director of Scotlab Ltd. Mr Moore has served on the Board of a number of public and voluntary organisations, including Scottish Enterprise Lanarkshire, Investors in People Steering Group & Awarding Panel and Bell College of Technology.

The two appointees whose current appointments have been extended are:

Dr Dominic McKay was formerly Managing Director of FCI Systems and Assembly Division Europe. A mathematician with a PhD in Colour Physics and a

Diploma in Management Studies, he was a visiting Professor in Business Studies at Glasgow Caledonian University. From 1994 to 2001 he was Chair of Inverclyde Enterprise Trust and Vice Chair of INTEC.

John Quigley is Scottish Regional Secretary of the Trade Union AMICUS.

The two reappointments are:

Professor Robert Beaty OBE is Chair of Court at the University of Paisley, Vice Chair of the James Watt College Board of Management and a Visiting Professor in Product Design at the University of Glasgow. He is on the Advisory Board to the Hillington Innovation Centre and a Board member of the Enterprise and Engineering Education Scheme for Scotland. Professor Beaty was formerly Director of Personal Computer Manufacturing and Development, IBM Greenock, and Chair of Scottish Enterprise Renfrewshire. He is a Fellow of the Royal Academy of Engineering and of the Institution of Electrical Engineers and was awarded an OBE for services to industry in 2003.

Judith MacKenzie is an Investment Director with Electra Quoted, responsible for AiM investments. Prior to that, Miss MacKenzie was a Senior Investment Manager with Aberdeen Murray Johnstone from 2001 - 2006. Miss MacKenzie is a Fellow of the Securities Institute, and a Director of TRC, a Charitable body established to benefit training and research in the independent media sector. She was formerly a Technology Analyst at Bell Lawrie White and prior to that a Research Analyst with Albert E. Sharp.

Mr Moore's appointment is for 33 months and runs from 1 April 2007 to 31 December 2009.

Dr McKay and Mr Quigley's current appointments have been extended by one year and run from 1 January 2007 to 31 December 2007.

Professor Beaty and Miss MacKenzie's reappointments are for three years and will run from 1 January 2007 to 31 December 2009.

The posts are part-time and Members receive no remuneration for a time commitment of 1 day per month. None of the appointees holds any other Ministerial Appointment.

The Scottish Industrial Development Advisory Board (SIDAB) advises Scottish Ministers on the exercise of their devolved powers under Section 7 of the Industrial Development Act 1982, specifically in relation to the Regional Selective Assistance scheme. In practice, SIDAB provides advice to officials on larger RSA cases, where grants of over £250,000 are under consideration.

SIDAB comprises 11 Members including a Chair and, in accordance with statutory requirements, represents a cross section of experience at senior level in industry, commerce, finance and workers' representatives.

This Ministerial public appointment was made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. None of these Members, except Mr Quigley, have been involved in political activity in the last five years. Mr Quigley has declared that he has undertaken political activity on behalf of the Scottish Labour Party at elections.
