Scottish Police Services Authority

Justice Minister Cathy Jamieson has appointed six members to the Scottish Police Services Authority (SPSA) with effect from March 1. Their details are:

Independent Members

Bill Matthews, a former senior executive of Motorola and a non-executive Director of the Crown Office and Procurator Fiscal Services Management Board.

Alan Thompson, a former senior executive of Scottish Power and a management consultant.

Police Force Members

Colin McKerracher, the Chief Constable of Grampian Police and Chair of the ACPOS Business Change and Information Management Boards and Forensic Science Advisory Group.

John Vine, the Chief Constable of Tayside Police, a former President of ACPOS and Chair of the ACPOS General Policing and Road Policing Programme Boards.

Police Authority Members

Jean McFadden, Convener of Strathclyde Joint Police Board and has been leader of Glasgow City Council on two separate occasions as well as President of CoSLA.

Gurudeo Saluja, Convener of Grampian Joint Police Board and a member of the board of the Police Information Technology Organisation.

The SPSA, which takes up its full powers, functions and duties on April 1, 2007, will bring together police training, criminal records, the development of national information systems and a new national forensic science service, as well as the Scottish Crime and Drug Enforcement Agency which is being put on a statutory basis with new statutory powers and functions.

All the appointments are part time and are for a period of three years. It is expected that the posts will involve a time commitment of 2-3 days per month and the two Independent posts attract a daily rate of £225 per day.

These Ministerial public appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared ) to be made public. Jean McFadden is a member of the Labour Party and Gurudeo Saluja is a member of the Liberal Democrat Party.

The Justice Minister Cathy Jamieson has already appointed Mervyn Rolfe as Convener of the SPSA and David Mulhern as its Chief Executive from January 1, 2007.
