Local authority funding 2007-08

Local authorities will receive more than £8.7 billion in core funding for the financial year 2007-08, the Scottish Parliament was told tonight.
Minister for Finance and Public Service Reform Tom McCabe said figure represented an increase of £396 million, or 4.8 per cent, compared to 2006-07 and should enable all local authorities to improve the standard of frontline services while keeping council tax increases down.
The average council tax rise in 2006-07 was 3.2 per cent - the lowest since Devolution - and Mr McCabe told MSPs that the Executive expects the downward trend to continue.
Mr McCabe said:
"By confirming these record levels of funding for next year, we will continue to look to local authorities to secure improvements in the quality of public services provided for all the people who are living and working in Scotland.
"It will help fund the services we all rely on including our children's education, care for our elderly, the police and fire services and maintenance and improvements in our local roads.
"Improved services are not the whole story and I am looking for local government to play its part in keeping council tax increases to a minimum.
"COSLA has already said all council leaders are committed to delivering a downward trend on average increases for 2007-08 and onwards into the next Spending Review period. I welcome that commitment - it is exactly the kind of support I expect from local government in return for this unprecedented level of funding."
The Minister added:
"The increase in the revenue grant allocations for 2007-08 will represent an average increase of 4.8 per cent but within that average increases for individual councils will range from 3.7 per cent to 5.5 per cent.
"This Order will distribute £8.718 billion in revenue grant support for local authorities' core services in 2007-08. This includes the additional amount of revenue support grant of £140 million I announced in December.
"Local authorities will also directly receive almost £1 billion of revenue grants and £0.9 billion of support for capital expenditure in addition to the core settlement. This means total support from the Executive of £10.6 billion.
"When all the available funding streams are added together including income raised locally from fees, charges and the council tax councils will have well over £17 billion to spend on services next year - this is the equivalent to over £3,440 for every person in Scotland. The average council tax payment at Band D is currently £1,129."

The Local Government Finance (Scotland) Order 2007 provides the statutory authority for the payment of Revenue Support Grant (RSG) to local authorities in 2007-08 and confirms changes since the last Order to the amounts payable to each authority for the current and previous financial year.
