New advice for councils on combating fly-postering

Local authorities are set to receive new guidance on how to tackle illegal fly-posting in a bid to boost the appearance of Scotland's cities, town centres and rural areas.

A new Planning Advice Note from the Scottish Executive, Control and Management of Fly-Posting, encourages councils to work with companies that use fly-posting to promote business or events, and discourage illegal postings.

It calls for local authorities to promote the use of alternative legitimate sites, to take enforcement action against offenders, and to recover costs for removing unauthorised adverts.

Outdoor advertising is the fastest growing type of advertising in the UK. The rise in fly-posting, however, has brought legitimate street advertising, such as roadside billboards and banners, into disrepute.

Deputy Communities Minister, Des McNulty, said:

"Fly-posting is an unsightly and costly problem for local authorities, which damages the environment of urban and rural areas. This advice will equip councils with the latest information on what measures are available and effective in combating this unsightly nuisance.

"We want people to take pride in their community. Fly-posting can make an area look rundown or neglected. It's not good for business, tourism and investment.

"Better control and management of fly-posting will help enhance the appearance of our streets, supporting our work to keep communities safe, vibrant and as inviting as possible."
