Health Minister Andy Kerr today announced the appointment of Mrs Cheryl Black, Mr Allan Watson, Mr Stuart Smith, Mr John Rogerson and Mr Alex Smith to the Board of NHS 24.
Cheryl Black is Customer Service Director with Scottish Water, the publicly owned water and wastewater provider. She has more than 15 years experience in senior roles in the telecommunication and utilities sectors, developing and implementing customer relations strategies in organisations such as Orange, NTL and London Electricity. Mrs Black is also Chair of the Institute of Customer Service in Scotland, a Director of the Scottish Council for Development and Industry (SCDI) and a board member of Glasgow Chamber of Commerce. She does not hold any other ministerial appointments.
Allan Watson is Human Resources Director of a large printing and computer software supply business with manufacturing facilities in Scotland and the Czech Republic. During a recent four year term of office as a Glasgow City Councillor, he chaired Toryglen Social Inclusion Partnership and Oatlands Regeneration Steering Group and was a member of Glasgow Mini SIP main Board. He does not hold any other ministerial appointments.
Stuart Smith, an accountant by profession, has worked in both the private and public sectors in senior finance roles, latterly as a Senior Civil Servant in the Department of Social Security inspecting local authorities. He is currently a non-executive board member of Lothian NHS Board for which he receives an annual remuneration of £7,490 and is Chair of NHS Lothian University Hospitals Division.
John Rogerson is Chair of New Prospect Housing Limited and Vice Chair of Home in Scotland. He also serves on the Board of Barony College in Dumfries and is on the Audit Committee of Shelter, the national homelessness charity. He previously worked for NatWest Bank, including the roles of Chief Operating Officer and Director of Consultancy. He was Deputy MD of Centre-file Limited, and prior to this was Programme Director with the Housing Corporation. He is also a past Treasurer of Stonham Housing Association and served on the Board of Tower Hamlets Housing Action Trust. He does not hold any other Ministerial appointments.
Alex Smith became Director of Finance and Board Secretary of NHS Grampian when it came into being in 2001, having previously held a similar post with Grampian NHS Board since 1994. Mr Smith was Chief Executive of NHS Grampian from 2003 to January 2006 when he became the Finance Director of the Scottish Executive Health Department on an interim basis. He is a qualified accountant by profession and began his career in the private sector. He joined the NHS in the mid 1970s and has served on several national groups and committees primarily relating to finance. He does not hold any other ministerial appointments.
Mrs Black's, Mr Watson's, Mr Stuart's and Mr Rogerson's appointment will be for four years from March 6, 2006 to February 28, 2010. Mr Smith's appointment will be for four years from November 1, 2006 to October 31, 2010.
The posts are part time with a time commitment of eight hours per week for which the annual remuneration is £7,490.
The Board of NHS 24 is responsible for the management of a confidential 24 hour nurse consultation and health information telephone service across Scotland. It has an annual budget of around £47m.
These Ministerial appointments were made in accordance with the Code of Practice issued by the Office of the Commisioner for Public Appointments in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public.
Within the last five years, Mr Rogerson has canvassed on behalf of the Scottish Labour Party and Mr Watson has obtained office as a local councillor on behalf of the Scottish Labour Party. Mrs Black, Mr Smith and Mr Smith have not been involved in any political activity.
