Parole Board for Scotland

Justice Minister Cathy Jamieson today announced the appointment of two new members to the Parole Board for Scotland.

They are:

Mrs Anne Carpenter
A Consultant Clinical Forensic Psychologist, Mrs Carpenter is currently employed as the Deputy Director of Clinical Forensic Psychology at the Directorate of Forensic Mental Health. She also has previous experience in her field from the time she worked at Cornton Vale Women's Prison.

Ms Jeane Freeman
Ms Freeman, a Public Policy Consultant, was Director of Apex Scotland when it developed effective programmes for the employment rehabilitation of offenders. Ms Freeman has served a previous period of appointment with the Parole Board for Scotland and was appointed as Vice Chair. More than the statutory requirement of three years has passed since Ms Freeman served on the Board.

These appointments will be for six years and will run from January 1, 2006 to December 31, 2011.

These posts are part-time and attract a remuneration of £182 per day for a time commitment of 12 days per month.

The Parole Board has a number of statutory functions. It decides on the suitability for early release on licence of long term offenders (those sentenced to imprisonment for four years or more) to serve the remaining part of their sentence in the community - subject to the statutory requirement to release on licence at the 2/3 stage of sentence. Certain young people sentenced on indictment and placed in secure accommodation are also eligible to be considered for parole. The Board has the power to direct the release of life prisoners who have served the punishment part of their sentence if it is satisfied that the prisoner no longer requires to be confined for the protection of the public.

Ministerial public appointments are made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public.

Mrs Carpenter declared no political activity. Ms Freeman declared that she had been involved in the 2003 election campaign for the Scottish Parliament Elections by working in Labour Party Scottish Headquarters.
