Scottish Children's Reporter Administration

The re-appointment of Anne McNeill as Deputy Chair of the Scottish Children's Reporter Administration (SCRA) was announced today.

Mrs McNeill is a consultant with extensive experience of managing change within Scottish and international organisations.

She has also developed education and training for young people in the Borders who are at risk of unemployment or exclusion from school.

Mrs McNeill was appointed as a Scottish University for Industry (SUfI) board member earlier this month (attracting an annual remuneration of £2,330 and time commitment of one day per month). This government-funded organisation supports businesses by identifying training for their employees.

The four-year re-appointment takes effect from April 1, 2005 until March 31, 2009. It has a time commitment of two days per month and attracts a remuneration of £6,273 per annum.

Scotland's Children's Hearings System is supported by SCRA which employs and manages children's reporters and accommodation for hearings.

This ministerial public re-appointment was made in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity to be made public. Mrs McNeill has not declared any political activity.

SCRA operates within a framework agreed with Scottish Ministers. The board consists of a chair, deputy chair, six board members, including the principal reporter who serves in an ex-officio capacity.

Based in Stirling, SCRA manages more than 30 offices throughout Scotland and employs around 460 staff.

Expenditure in the financial year 2004/05 amounts to £22.5m.

SCRA was established on April 1, 1995 as a Non-Departmental Public Body under section 128 of the Local Government etc (Scotland) Act 1994 and became operational on April 1, 1996.
