Launch of International Strategy

The Executive today published its proposed framework to guide work on international issues at the broadest level.

Speaking in a parliamentary debate on Scotland's place in the world, First Minister Jack McConnell pointed out that the powers of devolution mean that there are specific ways that Scotland's devolved government can contribute to international development.

He announced that the government will spend £3 million a year to help Scottish non-governmental organisations target their overseas work.

He promised that, at times of international crisis, the Scottish government would mobilise Scotland's response.

And he said that the Minister for Tourism, Culture and Sport, Patricia Ferguson, will have specific responsibility to co-ordinate the government's efforts in this area.

He said:

"At a time of worldwide insecurity, the growth of international terrorism and of extreme gaps in wealth and prosperity, perhaps the greatest prize will be won if Scotland, and others like us, take responsibility for the world around us. For the environment, for greater tolerance and for increasing development for all.

"Scotland is part of the prosperous world. We know that many countries are not. I want to give a clear message that Scotland is interested in them and is determined to play our part in supporting them to meet the many challenges they face.

"At all times - we will work closely with the UK government. As Hilary Benn said here recently - there is more than enough work to go around. And we will make a greater difference if our efforts go with the grain of the international community."

The funding for the international development work was contained in the Scottish Budget 2005-08, which was published on 29th September.
