Tribunal council appointments

Mr Stephen Mannion has been re-appointed as a member of the Council on Tribunals and its Scottish Committee. Mrs Audrey Watson has also been re-appointed as a member of the Scottish Committee.
Both appointments run for four years to August 9, 2008. Remuneration for Mr Mannion's post is £11,219 per annum for a time commitment of 44 days. Remuneration for Mrs Watson's post is £8,924 per annum for a commitment of 35 days.
Mr Mannion, who lives in Perthshire, was Scottish Area Commander of the British Transport Police from 1992 to 1999, following a career with Strathclyde Police from 1960 to 1992 where he reached the rank of Assistant Chief Constable. He was awarded the Queen's Police Medal for Distinguished Service in 1997.
Mrs Watson, who lives in Linlithgow, works as a solicitor in the legal services section of West Lothian Council, with responsibility for training JPs. She is a Depute Clerk of Court and Depute Clerk of the Peace and project co-ordinator for the District Courts Association.
These public appointments were made using guidelines set out in the Code of Practice issued by the Office of the Commissioner for Public Appointments. All appointments are made on merit and political activity plays no part in the selection process. There is however a requirement for appointees' political activity to be made public (neither party declared any political activity).
The main role of the Council on Tribunals is to keep under review the constitution and working of the tribunals they supervise. The Council's Scottish Committee supervises those tribunals and enquiries constituted under Scottish legislation and acts for the Council in overseeing tribunals in Scotland having a basis in UK legislation.
