Treasure Trove Panel appointments

Three new members have been appointed to the Treasure Trove Advisory Panel.

Culture MinisterFrankMcAveety today announced the appointment of Adrian Cox, Patricia Weeks and Ronald Smith.

The Treasure Trove Advisory Panel is a small specialist Panel which gives independent advice to the Queen's and Lord Treasurer's Remembrancer, the Crown's representative in Scotland, on whether finds of historical items, made by members of the public, should be acquired on behalf of the nation for allocation to a Scottish museum.The Panel also advises on payments to the finder.

The Treasure Trove Advisory Panel consists of up to five Members including the Chair. The Chair and Panel Members are appointed by Scottish Ministers.

Adrian Cox is a practicing archaeologist. He is employed as a Post Excavation Manager/Artefact Researcher, with SUAT Ltd, in Perth. He is a member of the Institute of Field Archaeologists (MIFA), a member of the Museums Association and a Fellow of The Society of Antiquaries of Scotland. He has been widely published in various archaeological journals and in addition to artefact research and integrated publication, his research interests include medieval and post medieval settlement archaeology.

Patricia Weeks has been the resident Archaeologist atInvernessMuseumsince 1997. As such she has had contact with various groups, including metal detectorists and heritage societies, and has been involved in negotiations between organisations regarding displays, loans and purchases. She is a Council Member of the Society of Antiquaries of Scotland and a committee member of the Society of Scottish Museum Archaeologists.

Ronald Smith is the Managing Director of ESPC (UK)Ltd, Edinburgh. He has significant board-level experience in both the public and private sectors. He was an officer in the RAF before retiring in 1992 to pursue a civilian career. He was most recently Chief Executive of the Common Services Agency of the NHS inScotland(2000 - 2001) and was previously a consultant to the pharmaceutical industry. He has also held a number of appointments in the NHS and Ministry of Defence. He has a degree (MA) from theUniversityofEdinburghwith joint honours in Politics and History and a continuing amateur interest in Scottish history and archaeology.

Their appointments will be for four years and will run fromJune 1, 2004to May 31, 2008.

The posts are part-time and are not remunerated. There is a time commitment of four meetings per year.

Although the Treasure Trove Advisory Panel is not an Office of the Commissioner for Public Appointments (OCPA) regulated body, the appointments were made in the spirit of the Code of Practice issued by OCPA.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. None of the candidates declared any political activity.
