Advice on late IACS 2004 applications

Farmers who have missed the May 17 deadline for the submission of their Integrated Administration and Control System (IACS) forms can still receive reduced payments under the scheme if they lodge their forms by Friday, June 11, 2004.
Farmers should act quickly as late applications attract penalties of one percent per working day from any payment due.
Anyone who fails to return their form by June 11 will lose all entitlement to payments under the IACS related schemes, although Area Aid Applications (AAAs) involving permanent pasture only can be submitted up to July 1.
Applicants may lodge late applications during the 25-day period of grace, which runs from May 18 to June 11 inclusive. Those sending in applications after May 17 but on or before June 11 could still qualify for a percentage of payments under the IACS-related schemes:
2004 Arable Aid Payment Scheme (AAPS)
2004 Beef Special Premium Scheme (BSPS)
2004 Suckler Cow Premium Scheme (SCPS)
2005 Less Favoured Areas Subsidy Scheme (LFASS)
2004 Sheep Annual Premium Scheme (SAPS)
2004 Grain Legumes Scheme (GLS)
2004 Extensification Payment Scheme (EPS)
2004 Slaughter Premium Scheme (SPS)
2004 Hops Income Aid
2004 Dairy Premium Scheme (DPS)
2004 Energy Crops Scheme (ECS)
2004 Protein Crop Premium (PCP)
For each working day, one percent of any potential aid is lost. From June 12 onwards, the entire entitlements to aid under the IACS-related schemes will be lost, unless exemptions apply i.e. if the farmer is applying for SAPS only or is claiming no more than 15 livestock units in total under the BSPS, SCPS and SAPS combined, or if the AAA involves only permanent pasture.
In the case of AAAs involving only permanent pasture, a 0.5% reduction in any aid payable will be made for each working day that the application is late, up to July 1 2004. After that applications cannot be accepted.
Farmers can still submit their AAA electronically using SEERAD Online if they have access to the Internet. The service is available 24 hours daily up to the above deadlines. Details on how to access SEERAD Online are available on www.scotfarmonline.gov.uk
