Scottish Children's Reporter Administration

Deputy Education Minister Euan Robson today announced the re-appointment of Ian F Smith to the Board of the Scottish Children's Reporter Administration (SCRA).
Mr Smith's re-appointment will run for a period of four years until April 30, 2008. The appointment carries with it a time commitment of one and a half days per month and presently attracts remuneration of £4,230 per annum.
Mr Smith is a former Chief Executive of Dumfries & Galloway Council and Commissioner for Local Administration, and was appointed as Convener of the Water Customer Consultation Panels in October 2002. He does not hold any other Ministerial public appointments.
The SCRA was established on April 1, 1995, as a Non-Departmental Public Body under section 128 of the Local Government etc (Scotland) Act 1994 and became operational on April 1, 1996.
The general purpose of the SCRA is to facilitate the work of Children's Reportersto deploy and manage staff to carry out that workto provide suitable accommodation for children's hearings.
The SCRA operates within a framework agreed with Scottish Ministers. The Board consists of a Chair, Deputy Chair and six Board members, including the Principal Reporter who serves in an ex-officio capacity. Based in Stirling, SCRA manages over 30 offices throughout Scotland and employs around 510 staff. Projected expenditure in the financial year 2004/05 amounts to £22.3m.
This re-appointment was made in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments.
All appointments are made on merit and political activity play no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity to be made public. In the case of Ian F Smith's re-appointment no political activity was declared.
