Greater Glasgow NHS Board

Health Minister Malcolm Chisholm today announced a number of new non-executive member appointments to Greater Glasgow NHS Board.

The Minister said:

"I am delighted to announce these appointments. Each member has already demonstrated , through the selection process, a clear understanding of the issues being faced within NHS Greater Glasgow, and each will bring energy and enthusiasm to the Board."

Sir John Arbuthnott, Chair of Greater Glasgow NHS Board, said:

"I was pleased with the high number and high calibre of the applicants who responded to the advert for Non-Executive Directorship with Greater Glasgow NHS Board.

"This was an open and highly competitive process and I am delighted that we move into a single organisation, in April, with a new Board which will see us retaining the skills and experience of six Members from our outgoing Trusts and, at the same time, introducing four new Members who will bring a range of talents from different backgrounds and will bring fresh perspectives and insights to the Board, particularly in the areas of community involvement and partnership working.

"The importance of the public involvement agenda could not be more critical, as NHS Greater Glasgow faces a period of significant challenges, and I am pleased that the Non-Executive Directors joining the NHS Board have all displayed a strong commitment to these principles and have demonstrated a willingness and commitment to the work of the Board."

Greater Glasgow NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Greater Glasgow region. To meet those needs it has an annual budget of over £1,000 million.

The new appointments are:

Mr John Bannon MBE is a Director of the Citizens Advice Direct (Scotland) Ltd and a Reference Panel Member of the Nursing & Midwifery Council. In 1997, Mr Bannon was appointed a Justice of the Peace and awarded an MBE in 2000. He is currently a Member of the North Glasgow University Hospitals NHS Trust, for which he receives remuneration of £7,160. This appointment will cease upon the dissolution of the NHS Trusts with effect fromMarch 31. Mr Bannon is to be appointed for four years from April 1.

Mr Andrew Robertson is a solicitor and senior partner with Messrs TC Young, a firm which specializes in social housing, charities and personal client legal work. Mr Robertson is currently the Chair of Greater Glasgow Primary Care NHS Trust, for which he receives remuneration of £22,495. This appointment will cease upon the dissolution of the NHS Trusts with effect from March 31. Mr Robertson is to be appointed for three years from April 1.

Mrs Elinor Smith has spent her career in banking where she has held several positions with the Bank of Scotland. She is Vice Chair of Scottish Health Innovations Ltd, a Non-Executive Director of Scottish Enterprise Glasgow and is currently the Chair of South Glasgow University Hospitals NHS Trust, for which she receives remuneration of £22,495. This appointment will cease upon the dissolution of the NHS Trusts with effect from March 31. Mrs Smith is also a Member of the Standards Commission for Scotlandand a Non-Executive Director of the Scottish Prison Service. Mrs Smith is to be appointed for four years from April 1.

Mr Ronald Cleland is a partner and Director in the recruitment consultancy Thomson Partners Ltd. He is also the Chair of the Prince & Princess of Wales Hospice and a Trustee of The Rainbow Trust. He is currently the Chair of North Glasgow University Hospitals NHS Trust, for which he receives remuneration of £22,495. This appointment will cease upon the dissolution of the NHS Trusts with effect from March 31Mr Cleland is to be appointed for three years from April 1.

Mr Gerald McLaughlin isUKDirector with the British Red Cross. He has also served on the National Council of Who Cares? Scotland, on the Executive Committee of One Plus and on the Executive Committee of Community Care ProvidersScotland. He does not hold any other ministerial appointments. Mr McLaughlin is to be appointed for four years from April 1.

Miss Amanda Paul is a Team Leader with a social care organisation. She has also worked as a Care Officer for the Archdiocese of Glasgow and as a volunteer Counsellor with Childline Scotland. She does not hold any other ministerial appointments. Miss Paul is to be appointed for four years from April 1.

Mrs Jessica Murray is a retired Head Teacher. She has experience in implementing a variety of local health promotion initiatives. She is also a Lay Member of the Local Research Ethics Committee at Glasgow Royal Infirmary. Sh e does not hold any other ministerial appointments. Mrs Murray is to be appointed for four years from April 1.

Ms Rani Dhir MBE is the Executive Director of Drumchapel Housing Co-operative Ltd. She is also a Non-Executive Director of Communities Scotland, chairing the Regulation Board for Scotland. In addition Ms Dhir is a Non-Executive Director of Lloyds TSB Scotland and a Trustee of Lloyds TSB Foundation for Scotland. Sh e does not hold any other ministerial appointments. Ms Dhir is to be appointed for four years from April 1.

Mrs Sally Kuenssberg has had varied experience in publishing, education, the juvenile justice system and the voluntary sector. From 1995 until 2002 she was Chair of the Scottish Children's Reporter Administration and currently Chair's the Scottish Council of Save the Children. She is also the Chair of Yorkhill NHS Trust, for which she receives remuneration of £22,495. This appointment will cease upon the dissolution of the NHS Trusts with effect from March 31. Mrs Kuenssberg is to be appointed for three years from April 1.

Mrs Agnes Stewart is a retired Tax Consultant. She is also a Member of South Glasgow University Hospitals NHS Trust, for which she receives remuneration of £7,160. This appointment will cease upon the dissolution of the NHS Trusts with effect from March 31. In 1998, Mrs Stewart wasawarded an MBE for her services to healthcare inSouth Glasgow. Mrs Stewart is to be appointed for three years from April 1.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared ) to be made public.

Within the last five years, Mr Bannon has canvassed on behalf of the Labour Party at local and national elections and Ms Dhir has been actively involved with the Labour Party where she has attended branch and constituency meetings. No other appointees have declared any political activity.

It is expected that as a Member they will contribute around eight hours per week for which the annual remuneration is £7,160.

This Ministerial public appointment was made in accordance with guidance issued by the Office of the Commissioner of Public Appointments (OCPA). A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.
