Scottish Records Advisory Council re-appointments

Three members of the Scottish Records Advisory Council were reappointed for further terms today.

The re-appointments of Peter Daniels, Hamish Hamill and Dr Roger Davidson have been made in accordance with the Commissioner for Public Appointments' Code of Practice on Ministerial Appointments to Public Bodies. The re-appointments, which arose due to their previous terms coming to an end on 31 January 2004, will run for four years from 1 February 2004 until 31 January 2008.

Minister for Finance and Public Services Andy Kerr said:

"I am pleased to announce that Mr Daniels, Mr Hamill and Dr Davidson have accepted my invitation to continue in their roles as members of the Scottish Records Advisory Council. The Council offers valuable, expert advice to Ministers on matters relating to the public records of Scotland, as well as on issues of importance to the archive community.

"These three members have all made important contributions to the work of the Council and I am delighted that they will be serving for a further term."

The Scottish Records Advisory Council is a statutory body established under the Public Records (Scotland) Act 1937 with a particular remit to consider questions and issues relating to the public records of Scotland. Under the terms of the Act, the members are 'persons, or representatives of public bodies or societies, interested in the public records of Scotland'. Since its inception, the Council has been at the forefront of all the important issues affecting national records.

The Council normally meets twice a year in Edinburgh to discuss issues of current relevance to Scottish archives and to review record-keeping practice in Scotland. Members will at other times be circulated with papers for comment and the Council also provides advice to the Keeper of the Records of Scotland.

Council members are not remunerated for their service, but are entitled to claim travel expenses and a daily allowance when attending Council meetings. This is administered by the National Archives of Scotland.

Peter Daniels has had a long career in local government and is currently Chief Executive of East Renfrewshire Council. As a history graduate with a particular interest in Scottish history, he has a strong commitment to the maintenance of archives and to good records management within local government.

Hamish Hamill is a retired career civil servant who headed a number of Scottish Departments. He is currently a Trustee of the Fire Service Research and Training Trust. His interest in archives stems from his former sponsorship responsibilities for the National Archives of Scotland and from an amateur interest in family history.

Professor Roger Davidson holds the Chair of Social History at the University of Edinburgh. He has an extensive knowledge of government and legal archives, as well as of medical archives and the archives of a range of pressure groups. He is currently co-editor of Social History of Medicine and an Independent Assessor for the Reviewing Committee on the Export of Works of Art.

The reappointments were subject to satisfactory performance assessments from the Chairman of the Council. None of these members has any declared political activity within the last five years and the Scottish Records Advisory Council is the only public body to which they have been appointed by Scottish Ministers.
