Northern Constabulary inspection

Northern Constabulary has demonstrated significant progress in its work, according to a report published today by HM Inspectorate of Constabulary (HMIC).

The report of the Second Review Inspection focuses on the actions taken by Northern Constabulary in response to the recommendations and suggestions made in the Primary Inspection of the force in 2000.

The Primary Inspection Report made seven recommendations and 12 suggestions in relation to a number of areas including performance monitoring and reporting, processes and resources, and people management.

Of the recommendations and suggestions contained within the Primary Inspection report published in 2000, four recommendations and six suggestions were discharged by HMIC at the First Review Inspection in 2001.

Following this second review, HMIC now discharges the remaining recommendations and suggestions.

HM Chief Inspector of Constabulary Sir Roy Cameron said:

"HMIC acknowledges the significant progress the force has made in addressing the recommendations and suggestions made in the Primary Inspection report.

"A number of positive developments have occurred in the interim and the Force Executive is clearly committed to delivering a positive policing service to the public served by Northern Constabulary.

"Key management, structure and process changes have been made in the areas of crime management and police complaints to improve service delivery and HMIC looks forward to assessing the impact of these developments at the next Primary Inspection of the force."

Following a review of the inspection process the HMIC regime can be summarised as:

(i) A Primary Inspection of each police force and common police service is made every 5 years. A report is published and placed on the HMIC website

(ii) In the intervening years, two 18 month Review Inspections will take place. These reports are presented to the Police Board/Authority and a copy posted on the HMIC website

(iii) The balance of HMIC inspections has moved from regular inspections of individual forces to thematic inspections which focus on specific issues across all forces
