NHS re-appointments

Health Minister Malcolm Chisholm today announced a number of NHS Board and Trust re-appointments across Scotland.
Mr Chisholm said:
"I am very pleased to announce these recent Board and Trust re-appointments. Each member and trustee brings a diverse range of skills and experience which will be of continued benefit to NHS Scotland. I look forward to continuing to work together with them in the vital task of improving the health of the people of Scotland."
NHS Boards are responsible for the strategic planning of health services and the development of measures to improve the health of the community in their region.
In most cases, acute services and primary care are currently the responsibility of separate NHS Trusts. Each trust is in charge of ensuring the delivery of their operational responsibilities within the local NHS system.
It is expected that members and trustees will each contribute around 8 hours per week for which the annual remuneration is £7,000.
Details of the re-appointments are set out below.
AYRSHIRE & ARRAN
Ayrshire and Arran NHS Board
Mrs Janice Cameron has been re-appointed as a member. Her appointment will be from 1 April 2003 to 31 March 2007. Janice Cameron, aged 50, is married with a teenage son. She is a Director of Spinal Injuries Scotland and was previously involved in counselling for SIS. She is the Administration Manager for South Ayrshire Swim Team. Janice was a Non-Executive Director with Ayrshire and Arran Primary Care Trust prior to being appointed to Ayrshire and Arran NHS Board. She has not been involved in any political activity within the last five years.
Ayrshire and Arran Acute Hospitals NHS Trust
Mrs Angela Dunbar has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Mrs Dunbar, MBE, has been a Non Executive Trustee with Ayrshire and Arran Acute Hospitals Trust since its formation in April 1999, having previously served in a similar capacity on North Ayrshire and Arran NHS Trust Board. She is a past Local Authority Elected Member and other appointments include Chairperson of the North Ayrshire Justices Committee, Vice Chairperson of JP Advisory Committee (no remuneration) and Deputy Lieutenant for Ayrshire. Mrs Dunbar has spoken on behalf of the Labour Party, acted as a political agent and canvassed on behalf of the party or helped at elections within the last five years.
Ayrshire and Arran Primary Care NHS Trust
Mr David Iles has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Iles originates from West Yorkshire but he and his family are long-standing residents of Ayrshire. He served 29 years in the police at all ranks to the rank of Inspector in the Criminal Investigation Department and thereafter as Chief Inspector Deputy Sub-divisional Officer. Mr Iles was a Non-executive Director of the former Ayrshire and Arran Community Healthcare NHS Trust and the Primary Care NHS Trust Boards. He is the Chairperson of the Clinical Governance Committee and an active member of the Trust's Disability Access Working Group as well as the Audit, Research and Development, Remuneration and Local Research Ethical Committees. He also acts as a Convener for the Trusts Complaints. Mr Iles is involved in several community groups including the Galston Community Council and Old People's Welfare Association. He is the Chairperson of the Learning Disabilities Support Group. Mr Iles is married with three sons and seven grandchildren. He enjoys walking and reading in his leisure time. He has not been involved in any political activity within the last five years.
Miss Elaine O'Connell has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Miss O'Connell is a lifelong resident of Ayrshire and works in Glasgow as a Senior Court Solicitor. Miss O'Connell was a Non-executive Director of the Primary Care NHS Trust Board and has served the NHS in Ayrshire and Arran since 1999. Miss O'Connell is the Chairperson of the Trust's Audit Committee and a member of the other NHS Ayrshire and Arran Audit Committee. Miss 'O'Connell is also an active member on the Trust's Research and Development, Clinical Governance and Remuneration Committees. She also acts as a Convener for the Trust's Complaints. Miss O'Connell has a keen interest in DIY. She is a fundraiser for the Ayrshire Hospice and an enthusiastic football supporter. She has not been involved in any political activity within the last five years.
BORDERS
Borders NHS Board
Mr Thomas Donaldson has been re-appointed as a member. His appointment will be from 1 February 2003 to 31 January 2005. Mr Donaldson, aged 53, is the founding Partner of Opus Management Services, which over the last 15 years has been helping its clients exploit advanced technologies when implementing their strategic business development plans. Mr Donaldson is also a mentor with Business Mentoring Scotland and holds a number of non-executive roles with software development companies. He has not been involved in any political activity within the last five years.
Mrs Mary Wilson has been re-appointed as a member. Her appointment will be from 1 February 2003 to 31 January 2005. Mary Wilson is a Director of Interalia, a Borders based company with 3 divisions providing e-Business Consultancy and Coaching, ICT Training and Testing and Web Services to businesses and organisations in the public, private and voluntary sectors. Ms Wilson is non-executive Vice Chair of NHS Borders Board, Chair of NHS Borders Clinical Governance Committee and was previously a Trustee with Borders NHS Primary Care Trust. She has not been involved in any political activity within the last five years.
DUMFRIES & GALLOWAY
Dumfries and Galloway NHS Board
Mrs Ann Ferguson has been re-appointed as a member. Her appointment will be from 1 April 2003 to 31 March 2007. Mrs Ferguson is a Project Manager with the charity Age Concern Scotland. She leads a national project aimed at reducing the level of abuse of older people and ensuring appropriate support for victims. Mrs Ferguson was first appointed as a non-executive member of Dumfries and Galloway Health Board in 1999 and has also served as a member of the Local Medical Research Ethics Committee. She has not been involved in any political activity within the last five years.
FIFE
Fife Primary Care NHS Trust
Councillor Anne McGovern has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Councillor McGovern was educated at Dunfermline High School and was employed as a Secretary with a national paper company before having her family and with Fife Regional Council on returning to work. Prior to becoming an Elected Member with Fife Regional Council in 1994, she was active locally and served on the Board of West Fife Enterprise and was the Secretary of the local Social Club. Anne became the Depute Leader of Fife Council in 1999 and within that remit attends the North Sea Commission which meets three or four times a year. She is a Vice-President of the Commission and Chairs the Business Development Group. She is also a non-Executive member of Fife Primary Care Trust. Anne is a widow with a son and daughter, both now married. She has a small grandson, who helps fill any voids in her life. Her interests now centre on home and family, and also include gardening and playing music. She has been involved as a party member and Councillor for the Labour party within the last five years.
FORTH VALLEY
Forth Valley Acute Hospitals NHS Trust
Mr Douglas Corner has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Corner has been a Director and member of the Executive Committee of Adam & Company plc since 1997. He is Chairperson of the Management Committee of the Glasgow International Jazz Festival Limited, a former Director of Quarriers Homes, and is involved in other charitable organisations. Mr Corner was appointed as a Non-Executive Trustee of Forth Valley Acute Hospitals NHS Trust on 1 February 1999 and has made a considerable contribution to the various Trust committees of which he is a member. He has not been involved in any political activity within the last five years.
Forth Valley Primary Care NHS Trust
Mrs Teresa McNally has been re-appointed as a Trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Mrs McNally has been a Non executive on Forth Valley Primary Care Trust since 1999. She is Chair of the Clinical Governance, Pharmacy Practices and Primary Services Committees. Vice Chairperson of Ochilview Housing Association, Chair of the Advisory Committee of NCH Path Project and a Justice of the Peace, Mrs Mcnally is a Member of the Justice of the Peace Advisory Committee. No remuneration. A former non executive Board Director of Scottish Enterprise Forth Valley, a local councillor for eleven years and a qualified Health Visitor Teresa brings an extensive knowledge of local and national issues. Within the last five years Mrs McNally has been an elected councillor for the Labour Party and held the position of Vice Chair of her local branch of the party.
GRAMPIAN
Grampian Primary Care NHS Trust
Mrs Barbara Bruce has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. A solicitor by profession, Barbara Bruce lives in Banchory and is currently involved in providing post-qualifying training for solicitors. She was formerly General Manager for the Highland and Islands for Aberdeen University Research and Industrial Services. She is vice-convener of Peterhead Bay Authority and a member of the Scottish Committee of the Council on Tribunals, for which she receives remuneration of £8707 per annum. She was vice-Chairperson of the Highland Communities NHS Trust for four years until 1998, and is a past-Chairperson of Grampian Regional Children's Panel Advisory Committee. She has not been involved in any political activity within the last five years.
Mr David Sutherland has been re-appointed as a trustee. His appointment will be from 1 April 2003 to 31 March 2005. David Sutherland retired from the Bank of Scotland in September 2000 after some 37 years service, spent principally in Branches in the North of Scotland area. His final post was Business Banking Manager based in Elgin. He continues to live in Moray. He has not been involved in any political activity within the last five years.
Grampian University Hospitals NHS Trust
Professor Valerie Maehle has been reappointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Professor Maehle is Associate Dean of the Faculty of Health and Social Care and Head of the School of Health Sciences at the Robert Gordon University. She is a member of the Scottish Higher Education Funding Council for which she receives remuneration of £5031 per annum, and of NHS Education for Scotland, for which she receives remuneration of £7,000 per annum. She has also acted as Head of Nursing at the University, and was previously employed as a Director in the Department of Physiotherapy at the Robert Gordon Institute of Technology. Professor Maehle has not been involved in any political activity within the last five years.
Mrs Susan Robertson has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Mrs Robertson, aged 52, is married to a rural GP and has two daughters. She has been a Non Executive Trustee of Grampian University Hospitals Trust for the last four years and was previously Chair of Grampian Local Health Council. For the last 16 years she has been a WRVS organiser and is also involved with her village Community Association. She has recently been appointed as a Director of Buchan Development Partnership. She has not been involved in any political activity within the last five years.
GREATER GLASGOW
Greater Glasgow Primary Care NHS Trust
Mr Charles Scott has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Scott was until 1993 a partner in a major accountancy firm and currently holds a number of directorships and business advisor posts. Treasurer of Glasgow Cathedral and a member of the Board of Management of Erskine Hospital, Mr Scott is also a business development advisor for Services to Software (part of Scottish Enterprise Glasgow), and a Board Member of Langside College. Mr Scott is currently the Chairperson of the Trust's Audit Committee, the Pharmacy Practices Committee, and the Greater Glasgow Endowment Funds Nominees. He is a member of the Remuneration Committee and the Capital Planning Group, and Convener of Independent Complaints Review. He has not been involved in any political activity within the last five years.
Mr Robert Winter has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Winter retired from the post of Director of Social Work at Strathclyde Regional Council in 1996. He is Chairperson of NCH Action for Scotland, a Lay Member of the General Medical Council and a Glasgow City Councillor. Mr Winter is currently Chairperson of the Clinical Governance Committee, and a member of the Audit, Remuneration, and Joint Learning Disability Strategy Committees. Within the last five years Mr Winter has obtained office as a councillor for the Labour Party and canvassed on behalf of the Party or helped at elections.
North Glasgow University Hospitals NHS Trust
Mr Ian Irvine has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Irvine is Vice Chairperson of the Trust. In addition, he is Chairperson of the Trust's Audit and Clinical Governance Committee, Lead Convener of the Trust's Complaints Procedure and a member of the Remuneration Committee. Prior to the formation of the North Glasgow Trust, Mr Irvine was a non-executive Director (and Vice Chairperson) of the West Glasgow Hospitals Trust. Mr Irvine is a Chartered Accountant by profession. He has not been involved in any political activity within the last five years.
Mr John Bannon has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Bannon joined the Trust on its establishment in 1999. Prior to that, from April 1994, he was a non-executive Director of the Board of the Glasgow Dental Hospital and School. He is Deputy Convener of the Trust's Complaints Procedure and will be linking with community groups and voluntary organisations. Mr Bannon was a member of Greater Glasgow Health Council for four years, three as Vice-Convener, and represented the Health Council on the executive of the Scottish Association of Health Councils. In 1997, Mr Bannon was appointed a Justice of the Peace and awarded an MBE in 2000. Within the last five years Mr Bannon has canvassed on behalf of the Labour Party at local and national elections.
South Glasgow University Hospitals NHS Trust
Mrs Agnes Stewart has been re-appointed as a trustee. Her appointment will be 1 February 2003 to 31 January 2005. She was awarded the MBE in 1998 for services to health in South Glasgow. Mrs Stewart is Vice Chairperson of Dixon Community Glasgow, a charity dealing with day care for the elderly in South Glasgow, and ex-Convener of Greater Glasgow Health Council. She has not been involved in any political activity within the last five years.
The Yorkhill NHS Trust
Mrs Hazel Brooke has been re-appointed as a trustee. Her appointment will be from 1 April 2003 to 31 March 2005. Mrs Brooke, aged 57, is the Executive Director of The Scottish Cot Death Trust, a national charity which funds research into the causes of sudden infant death, supports bereaved families and educates the public and health care professionals about the problem. She was a member of the Post-mortem and Organ Retention Group of the Clinical Standards Board for Scotland and currently sits on the Joint SMASAC/Royal College of Pathologists Working Group on Surplus Tissue and on the Hospital/Fiscal Sub Group of the Review Group on Retention of Organs at Post-Mortem. She has not been involved in any political activity within the last five years.
Mr Asif Haseeb has been re-appointed as a trustee. His appointment will be from 1 April 2003 to 31 March 2005. Mr Haseeb, aged 41, is a Chartered Management Accountant and is currently employed as a Senior Manager in Audit Scotland. He is also a Lay Governor of Bell College of Higher Education, Hamilton. He is currently Chairperson of Yorkhill NHS Trust's Audit and Charitable Funds Committees. He is also a member of NHS Greater Glasgow's Unified Audit Committee. Mr Haseeb is married to Hameeda and they have two boys aged 7 and 10. He has not been involved in any political activity within the last five years.
HIGHLAND
Highland NHS Board
Miss Joy Fraser has been re-appointed as a member. Her appointment will be from 1 February 2003 to 31 January 2007. Miss Fraser, aged 66, was a previous Director of Nursing and Quality with Moray Health Services and has many years' experience in health services in the UK and overseas. Miss Fraser is currently Chair of NHS Highland Board's Clinical Governance Committee. She has not been involved in any political activity within the last five years.
Highland Primary Care NHS Trust
Mr James Cooper has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Mr Cooper has been a Trustee with Highland Primary Care NHS Trust since April 1999. He is Vice Chairperson of the Trust and chairs the Audit and Endowment Committees. In addition, he serves on various other NHS Committees and panels. He has not been involved in any political activity within the last five years.
LOTHIAN
Lothian Primary Care NHS Trust
Mrs Patricia Matthews has been re-appointed as a trustee. Her appointment will be from 1 April 2003 to 31 March 2005. Mrs Matthews is a retired head teacher from Midlothian who first became a Trustee of Lothian Primary Care NHS Trust in April 1999. She is a member of the Trust's Audit Committee and Clinical Governance Committee and chairs the Endowments Sub Committee, Complaints Sub Committee and Public Involvement Steering Group. Within the last five years Mrs Matthews has helped at elections on behalf of the Labour Party.
Lothian University Hospitals NHS Trust
Mr William Stewart has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Bill Stewart, aged 61, was formerly Finance Director of AEGON UK (the parent company of Scottish Equitable, of whom he was also a Director until his retirement in the summer of 2001). He is a past Vice-President of The Faculty of Actuaries. He is currently Chairperson of the Audit Committee of Lothian University Hospitals Trust and Chairperson of The Lothians Endowments Investment Advisory Committee. He has not been involved in any political activity within the last five years.
West Lothian Healthcare NHS Trust
Mrs Carole Stevenson has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Carole Stevenson, 45, a Chartered Surveyor by profession, is currently a full-time wife and mother. She has lived in the West Lothian area most of her life and is involved in a voluntary capacity with a number of organisations in the community. She has not been involved in any political activity within the last five years.
Mrs Janice Anderson has been re-appointed as a trustee. Her appointment will be from 1 April 2003 to 31 March 2005. Mrs Anderson, 47 years old, is a Chartered Accountant with over 25 years experience, and is currently Group Finance Controller with Dunalastair Philip Wilson Ltd, a property and grain group. At West Lothian NHS Healthcare Trust, she Chairs the Audit Committee, is a member of the Remuneration and Clinical Governance Committees and is the Complaints Convener. She has not been involved in any political activity within the last five years.
TAYSIDE
Tayside Primary Care NHS Trust
Mrs Elizabeth Forsyth has been re-appointed as a trustee. Her appointment will be from 1 April 2003 to 31 March 2005. Mrs Forsyth is employed as a Development Officer with Lippen Care, a locally based charity which is working in partnership with Tayside Primary Care to provide a four bedded hospice as part of the planned Forfar and Kirriemuir Community Resource Centre. She is also a Board member of the Wishart Centre, Dundee and has been involved in many aspects of the voluntary sector for many years, both as a volunteer and as a worker. She has not been involved in any political activity within the last five years.
Mr Ian Wightman has been re-appointed as a trustee. His appointment will be from 1 February 2003 to 31 January 2005. Most of Mr Wightman's career has been in the public sector but the last 14 years have been spent in the private sector. Currently he provides consultancy services on a part-time basis to a Business Community Support Group in Perth and Kinross. Mr Wightman has a wide range of spare time interests mainly involving committee work in the voluntary sector throughout Tayside. In 1998 Mr Wightman was awarded the MBE for "Services to Deprived Communities in Dundee". He has not been involved in any political activity within the last five years.
Tayside University Hospitals NHS Trust
Mrs Christine Grant has been re-appointed as a trustee. Her appointment will be from 1 February 2003 to 31 January 2005. Mrs Grant, aged 53, from Auchterarder, is a chemistry teacher. She is currently vice Chair of Tayside University Hospitals NHS Trust, having served as Interim Chair from 1 July 2000 to 30 November 2000. She is also a JP in the Perth and Kinross district. She has not been involved in any political activity within the last five years.
ARGYLL & CLYDE
It is also appropriate to note that the following two trustees were re-appointed to Renfrewshire & Inverclyde Primary Care NHS Trust from 1 April 2003 on a short term basis until the Trust was dissolved on 30 June 2003.
Mrs Eleanor Robertson is an Outreach Worker who is committed to partnership working and dedicated to public involvement. She has taken a lead in developing the Trust's drugs strategy and has also chaired the Endowment's Committee. She has not been involved in any political activity within the last five years.
Mrs Maura Lynch has been a Non Executive Trustee on the Trust since its formation in February 1999, having previously served in a similar capacity on the Royal Alexandra Hospital NHS Trust. She has been actively involved in both the Trusts' Community/Public Involvement and Social Justice strategies and she has also chaired the Clinical Governance Committee. She has not been involved in any political activity within the last five years.
This Ministerial public appointment was made in accordance with guidance issued by the Office of the Commissioner of Public Appointments (OCPA). A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.
The establishment of 15 new NHS Boards was announced in 'Our National Health: A plan for action, a plan for change' (Scottish Executive Health Department, December 2000). Further details were given in the policy document 'Rebuilding our National Health Service' (May 2001). NHS Boards have been designed to simplify and rationalise existing NHS decision-making structures and create greater accountability and transparency. NHS Boards provide strategic leadership and direction in each local health system, leaving each NHS Trust free to concentrate on delivering its operational responsibilities for health care. Trust boards have been replaced by a Trust management team, more closely focused around delivery of service to patients, and which includes the Chair and two trustees in addition to five executive directors.
The publication earlier this year of Scotland's Health White Paper, 'Partnership for Care', builds on and takes forward the plan for action set out in the publication 'Our National Health'.
