ANTI-SOCIAL BEHAVIOUR (SCOTLAND) BILL

Anti-social behaviour blights people's lives, holds back community regeneration and leads to more serious crime. This is why the Executive is taking a stand. The Bill will bring safer, cleaner communities to Scotland's people. It will reduce crime and the fear of crime.

Key Provisions

  • ASBOs for under 16s - anti-social behaviour by a minority of young people blights many of our communities. ASBOs will ensure we can effectively tackle such problems where they exist
  • Parenting Orders - these will be used where parents refuse to take their responsibilities seriously. The Executive believes parents owe it to their children and to the wider community to do just that
  • Banning sale of spray paint to under 16s - vandalism and graffiti causes distress across Scotland. This will help clean up communities
  • Tagging for under 16s - this might be used by courts and by Children's Hearings to ensure communities and affected young people are better and more flexibly protected

Background

This Bill fulfils one of the flagship commitments in the Partnership Agreement. It is planned to publish a draft Bill for consultation before the summer recess. The Bill will then be introduced in the Parliament in the autumn.
