Fife NHS appointment announced

Mr David Stewart is to be appointed as Chairman of Fife Acute Hospitals NHS Trust, it was announced today.

He will take up the position on November 12 and his appointment will be for two years.

Health Minister Malcolm Chisholm said:

"I am delighted to announce this important new appointment. Mr Stewart will bring extensive Health Service experience to the role which will be of benefit to the people of NHS Fife."

I welcome his appointment by the Minister to this demanding role. His knowledge of the services and the challenges ahead of us is an asset."

The 15 new NHS Boards have been designed to simplify and rationalise existing NHS decision-making structures and create greater accountability and transparency.

Fife NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Fife region. To meet those needs it has an annual budget of over £290.5 million.

David Stewart was born in Kirkcaldy, where he still lives. He has wide experience of the NHS, becoming a non-executive Board Member of Fife Health Board in May 1998.

When NHS Fife Board was formed in 1999, he was appointed to Deputy Chair. He has been Chair of the Audit Committee from 1998 and served on Endowments and Remuneration Committees. Special interests include Information Services and Mental Health Services.

Mr Stewart worked for British Telecom from 1960 to 1984 as a telecommunications engineer. He is a Director of Soneric Communications Ltd, a Glasgow based telecommunications company.

He is married with two grown up daughters. His interests lie in football with Linlithgow Rose, golf and gardening. He has not been involved in any political activity within the last five years.

On taking up the Trust Chair and Board Member position, Mr Stewart will not hold any other Ministerial appointment.

It is expected that as Trust Chair he will contribute around 3 days per week for which the annual remuneration is £15,000. In his capacity as Trust Chair, Mr Stewart will be appointed as a member to the Fife NHS Board, which is remunerated at £7000 per annum.

This Ministerial public appointment was made in accordance with guidance issued by the Office of the Commissioner of Public Appointments (OCPA). A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.
