Crofters Commission chairman appointed

David Green, a crofter who runs a self-catering business in Wester Ross, has been appointed Chairman of the Crofters Commission.

His appointment as a member of the commission ends on September 30, 2002. He holds no other public appointments.

Mr Green, 51, has been an Independent Councillor for Lochbroom Ward in the Highlands since 1995-96 and is currently Convenor of Highland Council. He will continue in this post until April 2003 but does not intend to stand for re-election to the Council at the forthcoming council elections.

As the new chairman, Mr Green will lead the Commission through a period in which proposals for crofting reform are being developed. The post is part-time with a salary of £16,820 per annum. The appointment will run for two years from October 1, 2002.

The remit of the Crofters Commission is to reorganise, develop and regulate crofting, to promote the interests of crofters and to keep under review all matters relating to crofting. It also has a duty to advise the First Minister on crofting issues.

Environment and Rural Development Minister Ross Finnie said:

"I am very pleased that Mr Green has accepted the challenge of leading the Commission. I am confident that he will bring a wealth of experience to the future development of that organisation and provide effective leadership to the Commission in a period of planned change."

This ministerial appointment was made in accordance with guidance issued by the Office of the Commissioner for Public Appointments. A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.

The post of Commissioner for Public Appointments was established in November 1995 on the recommendation of the Committee on Standards in Public Life, then popularly known as the Nolan Committee. The Commissioners role is to regulate, monitor and report on ministerial appointments health bodies, as well as non-departmental public bodies, public corporations, nationalised industries and the appointments of Utility Regulators.
