Plans to strengthen controls on fish sales

Proposals were issued today to strengthen the monitoring and control of fish landed into the United Kingdom.
The consultation document invites comments from the fishing industry and other interested parties by 1 November. Plans include registering sellers and buyers of first sale fish landed into the UK, and to designate the auction centres or markets at which such fish may be sold.
The measures will assist the conservation of fish stocks by ensuring that landings of fish taken from European Community, and other waters are fully accounted for at first sale and capable of verification. They will also enable consumers, as well as those involved in secondary processing or distribution of fish, to ensure that fish and fisheries products have been legitimately caught.

Community legislation (Council Regulation (EC) No 2847/93 (as amended)) requires sales notes to be provided by the sellers of first sale fish when sold through authorised (registered) auction centres or markets or by buyers for all other forms of sale. As part of its recently published proposals on the reform of the Common Fisheries Policy the Commission has also provided for the buyers of fish to be registered throughout the
Community and for sales by masters of fishing vessels to be limited to registered buyers and auctions.
