McConnell welcomes education authority report on Dundee

Education Minister Jack McConnell today welcomed the publication of the report on Dundee City Council's education functions.

He said that the inspections of education authority functions were critical in ensuring continuous improvement in school education.

Responding to the HMI report on Dundee City Council, he said:

"This is a very positive report for an education authority which is clearly working hard to ensure that procedures and policies are in place to ensure high standards in schools. The report also highlights areas where there is still room for improvement and provides a very strong base for the authority to move forward on the basis of an action plan, to be published within eight weeks.

"As with all Councils which have undergone inspection, I expect the recommendations in this report to provide a foundation for the authority's improvement plan, which they must publish by the end of this year.

"The reports provide external scrutiny to support the improvement framework which we established under the Standards in Scotland's Schools Act 2000. This framework reaches all parts of the system - schools, local authorities and Ministers - and places us all under a duty to focus on quality at every level."

BACKGROUND

1. The inspection report on the education functions of Dundee City Council was published today by HM Inspectorate of Education. Media copies of the report are available from HMI on 0131 244 0648/0650.

2. The Standards in Scotland's Schools etc Act 2000 sets out an improvement framework for schools education in Scotland. National priorities in school education were defined in December 2000 and authorities will now develop improvement plans by the end of December 2001. School development plans will be developed by June 2002.
