Appointment of members to the Scottish Legal Aid Board

A new appointment to the Scottish Legal Aid Board was announced today by Minister for Justice Jim Wallace.
Professor J P Percy has been appointed as a Board member in succession to Professor Peter H Grinyer. His appointment will be for four years from 1 April 2000 to 31 March 2004.
The Minister for Justice has also reappointed Mrs Yvonne Osman, Mr Nicholas Kuenssberg and Sheriff Alexander Jessop as members of the Scottish Legal Aid Board for a further period of four years from 1 April 2000 until 31 March 2004. Mrs Osman, Mr Kuenssberg and Sheriff Jessop were first appointed to the Board in 1996.
BACKGROUND
Professor Percy is Chairman of the Accounts Commission for Scotland (for which he receives remuneration of £12,108 per annum) and is a Director of a number of companies. He has 25 years of experience as a Chartered Accountant including activities as a DTI inspector and as an expert in determination work. He has been President of the Institute of Chartered Accountants of Scotland and holds an honorary chair in accountancy at Aberdeen University. In 1996 he was awarded the CBE for services to accountancy and Local Government.
Mrs Osman is the Mental Welfare Commission's Complaint's Officer. She previously managed the Dumfriesshire Citizens Advice Bureau and is a former member of the Dumfries and Galloway Health Council and the Scottish Consumer Council. Mrs Osman holds no other public appointments.
3. Mr Kuenssberg is the Chairman of Stoddard International PLC, GAP Group Ltd, Bio-Logic Remediation Ltd and Canmore Partnership Ltd. He is a Non-Executive Director of Chamberlin and Hill PLC and Sanmex International PLC. He is also a member of the Board of the Scottish Environment Protection Agency (for which he receives remuneration of £5,320 per annum) and was lately Chairman of the Institute of Directors, Scotland.
4. Sheriff Jessop is a Sheriff of Grampian, Highland and Islands at Aberdeen and Stonehaven and was formerly Procurator Fiscal for Glasgow. Sheriff Jessop holds no other public appointments.
5. The Scottish Legal Aid Board is an independent body responsible for the administration of legal aid in Scotland. It has responsibility for the award of legal aid in civil and summary criminal cases and for the payment of solicitors' and counsels' accounts.
6. Members of the Scottish Legal Aid Board receive remuneration of £7,200 per annum based upon a time commitment of 3 ½ days per month.
