Scotland's lochs, rivers and other bodies of inland water are used for a wide variety of economic, cultural, and recreational activities and purposes.
However, while enjoying these natural resources, care must be taken as any manner of circumstances at, in, on or under the water can quickly place individuals at risk.
It is important therefore that the risks are understood, minimised and that effective and coordinated rescue services are available.
In May 2009 therefore it was for that purpose, that Fergus Ewing, the Community Safety Minister at that time, commissioned a Review of Scotland's Open Water and Flood Rescue Capabilities.
