Lord McCluskey chaired the independent Review Group with the support of a small team seconded from the Scottish Government. The secondees operated independently of the Scottish Government, answering only to Lord McCluskey for the duration of the review.
The Scottish Government did not specify how the Review Group should operate and how it was managed was entirely a matter for the Group.
The Review Group provided an interim report to aid the Scottish Parliament in its consideration and debate held on 30 June 2011. The Review Group's Final Report was published on 14 September 2011.
