The early figures on the cost of Free Personal Care are different to those in the Care Development Group (CDG) Report. These figures were ball-park estimates, which were used for putting forward a bid in the spending review which had been announced by Angus MacKay, the then Finance Minister, on 31 January 2001. The CDG were tasked with calculating the cost of FPC. The CDG report can be accessed at:
