Summary of the contract used by the Scottish Executive for the disposal of its vehicles
Background Information
The current contractual position originates from a meeting held on the 5 September 2000, which discussed various issues surrounding the Scottish Executive joining a number of vehicle related contracts placed by Scottish Healthcare Supplies. One of these contracts covered the disposal of vehicles. It was agreed at the meeting that it would be in the Scottish Executive's best interest (given the Executive's relatively small turnover of around 70 vehicles per annum) to make use of this contract as it offered the Executive the vehicle disposal service it was looking for, at competitive rates.
Linking into another Government Department's contract is not an unusual practice as it allows greater buying power and therefore better discounts can be achieved. Additionally, the smaller participant (in this case the Scottish Executive) also gains the advantage of not having the expense of going through a tendering exercise.
As is normal procedure, the Scottish Executive has monitored the use of this contract, in particular the remuneration received from the sale of vehicles and has concluded the decision to use this contract was the correct one.
