Cabinet Delivery Groups were set up under the Second Administration (2003-2007). Delivery Groups operated in areas where the Executive's policy was already well defined. Their role was to scope a work programme and oversee its delivery. Each Group identified the outcomes that Ministers wanted to see and set targets for measuring progress. Delivery Groups consisted of relevant Ministers supported by a key senior official who was commissioned to lead a team across the Executive to take forward the Group's work programme and report back to the Group on a regular basis.
